Job Title: HSE & Quality Manager
Location: Port Harcourt, Rivers

Roles & Responsibilities
Provide strategic oversight and operational leadership for all Health, Safety, Environmental (HSE), and Quality Management (QMS) systems across the fleet, including FISVs, PSVs, AHTSVs, and crew transfer vessels.
Develop, implement, and continuously improve HSE Management Systems (HSE-MS) in compliance with ISO 9001, ISO 14001, ISO 45001, IMCA guidelines, and maritime statutory regulations (ISM, ISPS, SOLAS, MARPOL).
Conduct comprehensive risk assessments, hazard identification, and job safety analyses to proactively mitigate operational hazards both offshore and onshore.
Lead incident and near-miss investigations, root cause analyses (RCA), and corrective/preventive action programs to achieve zero Lost Time Injuries (LTI) and minimize operational risks.
Design, execute, and monitor emergency response drills, fire-fighting exercises, oil spill response simulations, and safety evacuation procedures in coordination with vessel crews and port authorities.
Perform internal and external audits of HSE and QMS compliance, preparing reports for management review, class societies, flag states, and clients.
Establish and track HSE KPIs, quality metrics, and compliance dashboards to ensure measurable improvements in operational safety and asset integrity.
Provide technical guidance and training to vessel crews, engineering teams, and operational staff on safe working practices, environmental stewardship, and quality assurance standards.
Collaborate with clients, regulators, classification societies, and contractors to ensure adherence to contract-specific HSE requirements and industry best practices.
Drive a culture of continuous improvement, promoting proactive safety behaviors, environmental responsibility, and quality consciousness across all operational levels.
Bachelor’s Degree (B.Sc./B.Eng.) in Engineering, Environmental Science, Occupational Health & Safety, or Safety Management.
Professional certifications such as NEBOSH International General Certificate or Diploma, ISO 9001/14001/45001 Lead Auditor, IOSH Managing Safely, or equivalent.
Experience:
Minimum of 7–10 years of progressive experience in marine, offshore, or industrial HSE and Quality management, including at least 5 years in managerial or leadership capacity overseeing multiple vessel operations.
Proven experience implementing and auditing HSE-MS, QMS, and ISO management systems in a marine or offshore environment.
Technical Competencies:
Comprehensive knowledge of ISM, ISPS, SOLAS, MARPOL, IMCA guidelines, and other relevant maritime safety and environmental regulations.
Expertise in incident investigation, root cause analysis (RCA), risk assessment methodologies, and environmental compliance programs.
Ability to design and manage HSE training programs, competency matrices, and awareness campaigns for offshore personnel.
Skilled in data analysis, KPI tracking, reporting systems, and dashboard creation for performance monitoring and decision-making.

Offshore survival certifications (BOSIET/FOET) and a valid medical fitness.

Proficiency in digital HSE/QMS tools, PMS systems, and reporting software.
