RESILAC II - Consortium Coordinator at Action Against Hunger | ACF-International

Action Against Hunger is the world’s hunger specialist and leader in a global movement that aims to end life-threatening hunger for good within our lifetimes. For 40 years, the humanitarian and development organization has been on the front lines, treating and preventing hunger across nearly 50 countries. It served more than 21 million people in 2018 alone.

We are recruiting to fill the position below:

Job Title: RESILAC II - Consortium Coordinator

Location: Maiduguri, Borno
Reporting to: Deputy Country Director - Programmes
Proposed start date: March 2026

Key Responsibilities
Mission 1: Ensure good governance, animation and coordination of the project implementation unit in Nigeria:
Tasks and Responsibilities:

  • Ensure compliance with the project’s operational governance specifications, ensuring a balanced and inclusive representation of all stakeholders and guaranteeing a localized partnership approach and governance.
  • Define and lead a framework for operational functioning, steering and governance between implementing partners - according to the defined global vision.
  • Coordinate and facilitate information sharing between stakeholders (partners, authorities, beneficiaries, teams).
  • Coordination and facilitation of communication between implementing partners to ensure harmonized and coordinated management of activities.
  • Create a collective team dynamic and a sense of belonging to the regional RESILAC project;
  • The understanding and ownership of the project and its context of intervention by the implementation teams.
  • The integration and cooperation of all project components in the overall implementation strategy for RESILAC.
  • Participate in the regional strategy by reporting on issues and good practices in its area of intervention.
  • Take into account the recommendations made by technical experts (regional office and/or country offices) in connection with the RESILAC project.
  • Prepare and lead operational and national steering committees.
  • The promotion of local partnerships (civil society, NGOs, authorities, technical state partners, private sector ...) and strengthening their capacities.
  • The implementation of the project’s partnership approach (building balanced partnerships, its monitoring and regular evaluation);
  • Being the focal point for the preparation of missions by project stakeholders outside the team (Group URD experts, regional office staff, etc.) and liaising with the team and implementing organizations.

Mission 2 Support the implementation and ensure reporting of the project:
Tasks and Responsibilities:

  • Planning and monitoring the national implementation of the project activities, its evaluation and its internal and external accountability - by putting in place the necessary mechanisms for project planning and management (meetings, tools, etc.);
  • The implementation of the territorial approach of the project and the good coordination and integration between and within the project components.
  • The contribution of the Country Implementation Unit and related organizations to programming exercises initiated by the regional office: capitalization, evaluations, cross-border workshops, etc.
  • Feedback of information, bottlenecks and issues in its area of intervention to the country implementing organizations and the regional office.
  • Validation of key milestones and implementation methodologies, in coordination with the country offices (ACF Nigeria, CARE, etc.) and the regional office.
  • Timely consolidation, review and validation of internal (quantitative/narrative) and donor reports, as well as project adjustments with the contribution of the implementing teams and NGOs.
  • The consideration of cross-cutting themes, particularly gender, throughout the process of project implementation.
  • In liaison with the Consortium MEAL Manager, ensure the implementation of the monitoring and evaluation framework: monitoring of activities (collection, centralization, feedback and verification of data), measurement of results (baseline surveys) and impacts, iterative evaluations, etc.;
  • More specifically, the implementation and budgetary monitoring of activities under its direct responsibility (steering committees, advocacy) in relation to the teams of the component concerned.

Mission 3: Ensuring Quality and Accountability of the Project:
Tasks and Responsibilities:

  • Undertake field missions/visits to assess the conditions of implementation of activities.
  • The technical compliance of the project with the international technical rules, guidelines and standards defined jointly by the country office and regional office experts.
  • Encourage the overall quality of project implementation in order to maximize impact, in particular by supporting the deployment of the Core Humanitarian Standard (CHS) within the project with partners.
  • Actively promote meaningful community participation and consultation at all stages of the project cycle.
  • Reporting to Nigeria DCD and regional office any major difficulties encountered in implementing the recommendations and/or the necessary adaptation measures.
  • Ensuring, with the support of relevant staff and partners, that functional and accessible complaints and response mechanisms are in place and that feedback and complaints are well received and addressed.
  • Support the implementation of personnel and population security measures during the implementation of the project in Nigeria.
  • With the support of the Consortium MEAL Manager, create favorable conditions to ensure the implementation of the continuous capitalization and learning process within the project (exchanges, lessons learned, management of the knowledge produced), under the guidance of the regional office.

Mission 4:  Communication, advocacy, representation and external coordination:
Tasks and Responsibilities:

  • Ensure the timely development and operationalization of the project's advocacy and communication strategy, with the support of the regional office, and in consultation with the implementing organizations.
  • Coordinate the collection of information and testimonies at the country level to feed regional/national advocacy and communication.
  • Ensure communication with donors (AFD/EUD), in coordination with the implementing organizations and according to the defined operating framework.
  • Ensure representation of the project (directly of via implementing organizations) at relevant public events/activities and coordination forums and report back to relevant organizations on key decisions and outcomes.
  • To ensure the continuous mapping of key actors within the scope of the project (geographical and thematic) and to promote the coordination/complementarity of the project with other actors as well as experience sharing.
  • Promote territorial consultation frameworks, with the support of the component 2 manager, and according to the intervention context.
  • Develop and maintain a network of good external relations with local and traditional authorities, and sectorial ministries at the State level (and Federal level if relevant).
  • Identify and propose operational, academic, institutional or private partnerships to implementing organizations.

Mission 5:  Human resources management, training and capacity building of the team: 
Tasks and Responsibilities:

  • Participate in the recruitment and integration of project staff, in consultation with the implementing organizations.
  • Plan, with line managers, the induction and briefing of new project staff.
  • Manage staff under direct supervision within the Consortium Coordination Unit to create an enabling environment for the effective implementation of project activities.
  • Ensure operational supervision of the project's senior staff and contribute to their evaluation and action plan - in consultation with the implementing organizations.
  • Contribute to the overall design of a capacity building plan for the staff involved in the project in consultation with the implementing organizations.
  • The efficient composition of the Human Resources of the project implementation unit.
  • Encourage gender mainstreaming during all recruitment processes for partner staff and during project implementation.

Additional Responsibilities:

  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task.
  • Maintenance of high technical standards.
  • Conduct all duties in a professional manner following ACF Nigeria mission staff regulations, ACF Nigeria mandate and charter including promotion of gender equality.

Position Requirements

  • Master’s Degree in Project Management and development (highly preferred), or in Advocacy, Humanitarian Studies, International Relations, Political Science or a related Social Sciences field.
  • Minimum of 5 years of professional experience coordinating development initiatives (strong priority) or humanitarian activities in complex operational environments
  • Demonstrated experience in coordinating development projects, ideally within multi-stakeholder or multi-country frameworks.
  • Proven experience supervising technical teams and managing or working within a consortium structure (strong advantage)
  • Solid knowledge of donor guidelines and procedures, particularly AFD and EUD is required
  • Fluency in English is required
  • Previous experience working in Borno State is a significant advantage
  • Ability to operate effective in insecure and/or relatively isolated settings
