We are recruiting for the positions of:
1.) Finance Manager (Budgets & Control)
Location: Abuja
Incumbent will assist the Director of Subcontract and Finance to manage the budgetary aspects of programs which includes budget preparation, finalization, control and report.
The incumbent will be responsible for budget preparation, expenditure monitoring and control in compliance with U.S. government financial/programmatic reporting requirements and organizational policies and procedures.
Work with Subcontracting unit to ensure sub budgets are prepared and monitored in financial compliance with federal and organizational regulations
Review and implement appropriate systems that provide for funds accountability and accurate charging against appropriate grants budget
Provide periodic and ad-hoc budgetary and related financial reports per grant
Conduct financial analysis and prepare detailed budgetary reports and statements
Manage all budgetary aspects of accounting for the central and regional offices, including the direct supervision of accounting personnel
Follow established physical, electronic and procedural safeguards, including policies regarding data protection, segregation of duties and access to information based solely on business need.
Qualifications, Knowledge, Skills & Ability
University degree in Accounting, Finance its recognized equivalent. CPA. ACA, ICAN or recognized equivalent will be an advantage
At least 7 years post NYSC experience and 5 years professional qualification experience in budgeting, financial management and accounting, preferably with at least two years of NGO experience in a similar position in an CDC/USAID funded project
Working knowledge of USG rules and regulation including HSS grant policy, 45 CFR 74, A122 other donor regulations
High level of attention to details in all aspects of work responsibilities and Independent judgment and discretion in completing assignments.
Experience with word processing and spreadsheet software (Microsoft Word and Excel)
Excellent experience with financial systems and software.. Thorough knowledge of budgeting, budget oversight, generally accepted accounting.
2.) Finance Manager (Operations)
Location: Abuja
Incumbent will assist the Director of Finance and Subcontract to manage the financial aspects of programs including finance operations, documentation, records keeping and reporting .
The incumbent will manage the financial operations in the central office, monitor field expenses per individual grant and ensure compliance with U.S.G rules and regulation and/or other grants financial Management policies.
Review and ensure implementation of appropriate systems and controls that provide for funds accountability, complete documentation and accurate reporting
Supervise periodic visits to state offices to review their financial records and internal control systems
Provide timely and accurate periodic financial and management reports for the project per grant
Maintain an integrated financial system with up- to-date data from central and state offices for consolidation of information and reporting
Conduct financial analysis and prepare detailed financial reports and statements
Manage all aspects of accounting for the central and state offices, including the direct supervision of finance personnel. Perform other duties as required.

3.) Compliance Manager
Location: Abuja
Incumbent is responsible for leading the formulation and articulation of Risk Management philosophy, emphasizing risk tolerance levels/stance and threshold points for various elements of risk
The incumbent will manage the implementation of financial systems, legal and donor related compliance management for the promoting a culture of knowledge of specific donor rules and regulations and ensure compliance with those rules and regulations throughout the organization
The incumbent will be responsible for leading the review of standard operating manuals, policies and procedures and ensuring that they are in line with the rules and regulations of institutional donors, advising updates where required.
Coordination and execution of financial systems; including administration of budgets, accounting of income and expenditure and collection of financial information across. Collaborates with other departments to direct compliance issues to appropriate existing channels for investigation and resolution.
Identifies potential areas of compliance vulnerability and risk; develops/Implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
Coordinates periodic field visits to state offices with USAID, CDC and other major donor grants.
Using initial and interim assessments of their compliance status prepare a plan in conjunction with Director and Finance team as to what is required to achieve a satisfactory level of compliance.

University degree in Accounting, Finance and Business Administration or its recognized equivalent. CPA. ACA, ICAN or recognized equivalent will be an advantage
At least 7 years post NYSC international NGO experience in a similar position
Knowledge of institutional donors (United Nations, USAID/CDC, DFID, etc.) regulations, procedures and requirements a plus.
Working knowledge of ADS, 22 CFR 226, 22 CFR 228, OMB Circulars will be an added advantage; Federal Acquisition Regulations; and other donor regulations
Ability to work independently and with proactive communication skills is essential .Good attention to detail with ability to follow, applies, interpret, and explain instructions and/or guidelines
Ability to handle confidential Information with discretion and make reasoned judgments in a timely fashion.

Effective written and verbal communication and presentation skills
Significant amount of travel may be involved for all positions.
