Institute of Human Virology Nigeria (IHVN) is Regional Program Officer Strategic Information (IS).

The Regional Program Officer Strategic Information (SI), with technical oversight from the Director Strategic Information and administrative oversight by the Regional Manager, is responsible for overseeing all SI and Monitoring and Evaluation activities in the region. The Program Officer will also have immediate oversight over all SI staff in the region.

Under the supervision of the Director Strategic Information, this position will be responsible for the following;

 

Key Areas Of Responsibility

  • Strengthening the Monitoring and Evaluation systems and plans for the IHVN program

  • Building capacity at health facility level in the use of relevant tools and materials that will enable health facilities to effectively implement their M&E systems

  • Incorporation of the PMM and PME tools in an overall framework for Monitoring & Evaluation for IHVN

  • Modification/Development and maintenance of computerized collection and tracking of relevant data

  • Ensuring timely and accurate reporting of program-level and patient-level data from the health facilities to the regional office and to the central office

  • Providing support in the development of health facility work-plans as well as the overall annual work plans for the region

  • Providing support in the organization and implementation of Operations Research Surveys for the organization

  • Providing technical support for the ACTION Project HIV and other databases

  • Ensuring that the HIV Database is regularly updated with data from all sites and relevant reports are prepared and disseminated to all stakeholders

  • Supervising and supporting the quality control systems and mechanisms needed to guarantee proper management of information and data

  • Undertaking regular, independent field visits, with a focus on monitoring of strategic issues such as relevance of programming in PMM and PME system

  • Participating in capacity building of project staff at sites for results oriented monitoring by coaching individuals on specific issues and/or developing and/or leading training courses (on subjects such as, but not limited to, establishing targets, selecting indicators, developing/ modifying data collection tools, developing work plans).

Required Qualifications, Skills and Experience

  • Bachelor’s degree or Higher National Diploma in a relevant field of study. An MPH or other related postgraduate degree, would be an added advantage

  • Must possess 3 – 5 years of relevant experience

  • Knowledge of health, reproductive health or HIV/AIDS programming

  • Preference will be given to candidates with experience in health program monitoring

  • Supervisory and leadership skills

  • Excellent organizational, communication, and interpersonal skills. Candidate must function well in a team setting

  • Strong problem solving and analytical skills

  • Proficiency in MS Office applications especially MS Excel and MS Access. Candidates without appreciable proficiency in this regard need not apply

  • Ability to meet deadlines

  • Training facilitation skills is a plus. Evidence of trainings facilitated will be required.

  • Proficiency in statistical analysis.
