Job Title: Child Protection System Budgeting and Financing Specialist

Major Tasks to be Accomplished by each Consultant
(Estimated time required to complete tasks. Attach additional sheets, if necessary, to describe assignments)

1.) Tasks:
  • Technically support the development of the TOR and technical proposals for the recruitment of an institutional consultancy firm or individual consultant (s) to conduct the four key studies envisioned: the analysis of the budget allocation, costing of the services and economic burden of child abuse and the development of budgetary guidelines in support and collaboration with the CP budgeting TA
Deliverables:
  • Institutional consultancy firm or individual consultant with international experience in the area are recruited and complete proposal approved
Time frame: Month 1
Location: Abuja

2.) Tasks:
  • Support the consultancy firm/consultants to finalize the methodology of the (1) analysis of the budget allocation, (2) costing of the child protection services and (3) analysis of the economic burden of child abuse (cost of inaction) in in support and collaboration with the CP budgeting TA
Deliverables:
  • Methodology developed
Time frame: Month 1
Location: Abuja. Cross River, Gombe, Lagos, Plateau

3.) Tasks:
  • Provide technical feedback to the consultancy firm/individual consultants in the data collection process of (1) analysis of the budget allocation, (2) costing of the child protection services and (3) analysis of the economic burden of child abuse (cost of inaction) in support and collaboration with the CP budgeting TA
Deliverables:
  • Data collection is completed
Time frame: Month 2 & 3
Location: Abuja, Cross River, Gombe, Lagos, Plateau

4.) Tasks:
  • Provide technical feedback to the consultancy firm/individual consultants in the data analysis and data validation process of (1) analysis of the budget allocation, (2) costing of the child protection services and (3) analysis of the economic burden of child abuse (cost of inaction) in support and collaboration with the CP budgeting TA
Deliverables:
  • Data analysis/clearing and data validation completed
Time frame: Month 3
Location: Abuja, Cross River, Gombe, Lagos, Plateau

5.) Tasks:
  • Provide technical feedback to the consultancy firm/individual consultants in the development of budgetary guidelines for each focus state in in support and collaboration with the CP budgeting TA
Deliverables:
  • Draft budgetary guidelines developed.
Time frame: Month 4
Location: Abuja, Cross River, Gombe, Lagos, Plateau

6.) Tasks:
  • Provide technical feedback to the consultancy firm/individual consultants in the validation of budgetary guidelines for each focus state in support and collaboration with the CP budgeting TA
Deliverables:
  • State budgetary guidelines validated.
Time frame: Month 5
Location: Abuja, Cross River, Gombe, Lagos, Plateau

7.) Tasks:
  • Provide technical feedback for the Launch of (1) analysis of the budget allocation, (2) costing of the child protection services and (3) analysis of the economic burden of child abuse (cost of inaction with technical support from the consultancy firm/individual consultants at federal level and each focus state in in support and collaboration with the CP budgeting TA
Deliverables:
  • Launch of the reports.
Time frame: Month 5
Location: Abuja, Cross River, Gombe, Lagos, Plateau

8.) Tasks:
  • Technically lead organization of the 7th Child Protection Learning Group Meeting dedicated to child protection budgeting and funding the system in support and collaboration with the CP budgeting TA and the CPSS team manager
Deliverables:
  • 7th Child Protection Learning Group.
Time frame: Month 5
Location: Abuja and host state

9.) Tasks:
  • Support the development and implementation of the child protection increased budget allocation advocacy strategy for 2017 and conduct advocacy meetings and support provided to federal and state government to develop draft 2018 budgets in support and collaboration with the CP budgeting TA
Deliverables:
  • Advocacy strategy developed and implemented with accompanying expression of commitments for budget allocations for 2018
Time frame: Month 6, 7, 8 and 9
Location: Abuja, Cross River, Gombe, Lagos, Plateau

10.) Tasks:
  • Technical support provided to the four focus states in developing their child protection budget plans for 2018
Deliverables:
  • Child protection budget lines included in the budget request submitted by the relevant government sectors in the four focus states
Time frame:Month 6, 7, 8 and 9
Location: Abuja, Cross River, Gombe, Lagos, Plateau

End Product: (e.g. final report, article, document etc.)
  • Analysis of current budget allocation to child protection conducted by expert consultancy firm/individual consultants validated and launched
  • Costing of the child protection services conducted by expert consultancy firm/individual consultants validated and launched validated and launched
  • Analysis of the economic burden of violence against children conducted by expert consultancy firm/individual consultants validated and launched
  • Budgetary guidelines developed by the consultancy firm/individual consultants to fund the child protection services validated and launched
  • DCTs and direct payments to partners timely submitted, processed and liquidated
  • Payments to the consultancy firm/individual expert consultants timely processed
  • 7th Learning Group Meeting on Budgeting and funding the child protection system organized
  • 2016 advocacy strategy developed and key high level advocacy meetings conducted
  • Draft child protection budget lines available for 2018s state budget allocation
  • Monthly progress reports
Qualifications or Specialized Knowledge/Experience Required
  • Advanced university degree in Social Science, Economic Sciences, Public Finances or related field (Masters or equivalent level)
  • A minimum of five years of relevant professional work experience with projects related to programme management
  • Experience in the field of child protection programming advocating for increased budgeting and financing an asset
  • Abreast with latest development in the field of public finances and budgeting an asset
  • Excellent planning and organizational skills
  • Strong communication skills - both oral and written
  • Experience with UNICEF is desirable
  • Fluency in written and spoken English
  • Experience working with government desirable
