Context
CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has been awarded over $290 million in Global Fund resources to implement programs in 27 countries. In Nigeria, CRS is a sub-recipient (SR) on the Global Fund HIV and Malaria grants and will assume the role of principal recipient (PR) for the Global Fund Malaria grant starting January 2017. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate the 2017 long lasting insecticide treated nets (LLIN) mass campaigns in 7 states. CRS will also manage and oversee SRs to deliver a range of malaria treatment and prevention services at the state level.
Job Summary
- The position ofTechnical Work Stream Advisor(TWSA) will serve as a member of the state support team (SST) and provide state-level technical assistance and oversight on monitoring and evaluation, as well as, program management-related activities for the coordination of the 2017 long lasting insecticide treated nets (LLIN) replacement mass campaigns.
- S/he will provide training, accompaniment and technical support to the State Ministries of Health in the mass campaign states of Kwara, Osun, Ondo, Edo, Imo, Adamawa and Enugu.
Specific Job Responsibilities
- Provide technical advice to CRS, State Support Team (SST) and partners for implementation of LLIN campaign
- Support in planning, and implementing LLIN distribution campaigns
- Provide periodic updates to Vector Control Directorate, State Support Team Coordinator and the integrated vector management (IVM)steering committee.
- Provide leadership to technical workstream and leverage resources across the State Support Teams.
- Provide technical support for the overall planning and roll out of capacity building related to the campaigns at all levels with inputs from relevant technical staff across the work streams.
- Provide advice and technical support into state preparatory processes such as micro planning, budget development for LLIN campaigns.
- Participate in training state-level personnel in implementing LLIN campaign distribution.
- In collaboration with other stakeholders, monitor and evaluate LLIN campaign performance and document lessons learned to future campaigns.
- Provide on the job capacity building for personnel in technical work stream.
- Support technical workstream with compilation of data from household mobilization, LLIN distribution, in process monitoring and end process monitoring as needed.
- Support the incorporation of lessons learnt into the implementation package.
- Support the compilation of monthly campaign reports submission and dissemination to Government, partners and relevant stakeholders.

Qualifications and Skills
- An advanced degree in Public Health, Social Sciences or related field.
- At least 7 years of professional experience in health programs, preferably in areas related to training, data management and M&E.
- Specific experience in malaria programs is required.
- Proven experience in managing public health programs or projects in Nigeria or similar developing country context.
- Demonstrated ability to monitor, supervise, and train in health service programs.
- Extensive knowledge of the Nigerian public health sector.
- Proven leadership and inter-personal skills and ability to work well both within a team and independently.
- Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
- Demonstrated ability to work effectively under pressure and to prioritize competing demands
- Strategic, analytical and decision-making skills.
- Professional proficiency in English oral and written communication skills; strong demonstrated writing skills required (reports, evaluations)
- Experience with facilitation, capacity strengthening and partnership building.
- Ability to transfer knowledge through formal and informal training.
- Proven leadership and inter-personal skills and ability to work well both within a team and independently.
- Proficiency in use of Microsoft Office, including Word, Excel, and PowerPoint.
- Experience in eHealth and its applicability to Health systems is strongly desired.
- Experience in rapid SMS system of data transmission is strongly desired.
- Willingness and ability to travel in-country (sometimes on short notice) up 70%.
