CRS re-established its presence in Nigeria in 2000 and currently focuses on agriculture, governance, peace building and Health/HIV programming.

We are recruiting to fill the position below:

Job Title: Hygiene Promotions and Social Mobilization Team Leader

Location: Maiduguri

General Job Smmary
  • As part of the CRS integrated WASH and Shelter program the role of the Hygiene Promotion and Social Mobilisation Team Leader will be to safeguard and improve the public health of the affected population and community participation as part of CRSs WASH and Shelter infrastructure programs.
S/he will:
  • Line manage and train Hygiene Promotion Officers and support their management of Community Mobilsers;
  • Lead on the development and delivery of hygiene promotion messaging and activities that support positive behaviour change.
  • Ensure that communities are informed and engaged on matters relating to WASH and shelter infrastructure.
  • Ensure very high levels of accurate reporting at the field level.
Program Quality and Management:
  • In coordination with the Water, Sanitation and Shelter Team Leader, design and manage assessments and baseline studies and periodic assessments in order to identify WASH-related health risks and program priorities.
  • In cooperation with the Water, Sanitation and Shelter Team Leader, nutrition staff and other CRS staff, design and plan activities to reduce public health risks, with reference to both physical and behavioral aspects.
  • Identifies key hygiene practices to be addressed and sectors of the population with whom to engage and develop an appropriate communications strategy to promote safe practices.
  • Monitor regularly Hygiene Promotion Officers to ensure quality of their messaging.
  • Supports the Hygiene Promotion Officers to mobilize communities as appropriate for participation in planning, construction, operation, and maintenance of Water, Sanitation and Shelter facilities and services.
  • Help and guide Hygiene Promotion Officers to find channels for dialogue with the affected population ensuring appropriate technical approaches that allows CRS to be held to account for the quality of the WASH program
  • Ensure that Environmental Cleaning Committees and Water Point Management Committees are formed, trained and supported.
  • Manage day-to-day logistics, administration, and staff activities.
  • Work with the MEAL team to design and introduce monitoring systems related to hygiene promotion and social mobilization activities.
  • Together with the WASH and Shelter Program Manager and the Markets Team, input to all stages of the NFI distribution process (pertaining to WASH and shelter).
  • Identifies needs for distribution specific hygiene items that won’t be targeted by market based approaches (including Female Hygiene Kits).
  • Provide regular, accurate and reliable narrative and quantitative output reports.
  • Together with the Water, Sanitation & Shelter Team Leader and the WASH & Shelter Program Managerensures that the various aspects of the WASH and Shelter response are integrated, and that they form part of a coherent public health response.
  • Develops IEC materials as per context requirements.
  • Advise the Water, Sanitation and Shelter Team Leader on cultural and context appropriateness of construction structures.
  • Liaise with CRS Procurement and Logistics to ensure that material procurement is delivered according to program needs to sites.
Capacity Building:
  • Train, mentor and builds the capacity of Hygiene Promoter Officers and Community Mobilisers
  • Build the capacity of Water, Sanitation & Shelter Field Engineers in Hygiene Promotion
Programmatic Reporting:
  • Ensure timely and quality preparation of project narrative reports as per defined by WASH & Shelter Program Manager, present in an organized and orderly manner tracking of activities,indicators, baselinedata and evaluation reports.  
  • Advise senior management about issues affecting project implementation, or key local issues affecting future grants/projects developments.
Representation, Coordination, and Communication:
  • Represent CRS at WASH Sector meetings as per request of WASH & Shelter Program Manager.
  • Leads CRS participation in any Hygiene Promotion Technical Working Group
  • Liaise with CRS partners, INGO’s working in the areas of WASH, Ministry of Health as per request by WASH & Shelter Program Manager
  • Liaise with key non-government organizations (NGOs) and national, provincial, and local government, SEMA (State Emergency Management Agency), technical committee meetingsas per request by WASH & Shelter Program Manager
  • Organize regular meetings with Hygiene Promotion Offices to follow activities.
Supervisory Responsibilities:
  • Supervise directly all Hygiene Promotion Officers and in turn the Community Mobilisers who report to them.
  • Ensures timely and quality adherence to CRS Performance Management System for all staff under his/her supervision. 
  • Prepare employee job descriptions, performance plans and performance appraisals for project staff as requested by WASH & Shelter Program Manager.

Required Qualifications and Experience
  • Bachelor’s Degree in Community Development, Sociology, Public Health or WASH expert with proven experience of hygiene promotion. Master’s Degree is an advantage. Equivalent work experiences may be considered.
  • Minimum 5 years’ experience working with NGOs in the field of WASH and particularly in Hygiene Promotion and Social Mobilisation.
  • Proven ability to provide technical assistance, training and expert advice to hygiene promotion staff.
  • Experience in project management, planning, supervision, quality assurance and reporting.
  • Good knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training.
  • Demonstrated experience of integrating gender and diversity issues into public health promotion is an advantage.
  • Experience managing teams.
  • Required Language Skills: English Fluency, Kanuri an advantage.
