Pact is an international non-governmental organization with headquarters in Washington DC, USA. Pact has been in Nigeria since 2005, and currently implements donor funded development projects across the country in the area of Health, integrating livelihoods, capacity development, and governance systems.

Pact is seeking highly experienced and qualified candidates to fill in the positions below for the upcoming State2State $38,000,000 USD project which will increase effectiveness, accountability and transparency of selected states and local governments in Nigeria.

Department Overview
  • Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. Pact's Nigeria conflict mitigation program will contribute to realizing this purpose by:
    • Enhancing the role of women and youth in peacebuilding and long-term conflict mitigation.
    • Targeting farmer and pastoralist groups experiencing conflict or at risk for conflict.
Position Purpose
  • Reporting to the Nigeria Country Director, the Project Manager will be responsible for technical leadership of the program, ensuring the implementation of high-quality, evidence-based interventions, and management a team of staff and sub-partners to ensure quality, timeliness, and efficiency of all activities and products generated under the project.
  • The Project Manager will also lead and oversee program monitoring, evaluation, and learning, and project implementation.
  • The Project Manager will also provide technical expertise on peacebuilding and conflict mitigation.
Key Responsibilities
  • Coordinate and oversee the quality of all technical activities, providing direction, feedback and support to ensure success and achieve project goals.
  • Ensure program adherence to internationally accepted technical norms and standards of practice.
  • Provide input into and assure that all donor reporting requirements on program impact are met, including assisting implementing partners in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
  • Facilitate continuous quality assessment and improvement and ensure that program best practices are documented and disseminated throughout the program cycle.
  • Ensure effective coordination, communication and standards of practice among the project partners;
  • Ensure high quality program delivery and the cost-effective use of Pact and USAID resources.
  • Ensure staff and partners receive required management support and technical assistance on program design, budget/work plan development, and M&E planning.
  • Provide regular written/oral program progress updates, as requested.
  • Establish and manage Pact’s local technical training activities.
Basic Requirements
  • A Master's Degree or Higher Degree in International Development or a related field is required.
  • Proven experience implementing programs addressing at least one of the following technical areas: conflict mitigation, peacebuilding, land tenure dispute, natural resources management and concessions, gender-based violence, youth/gender disenfranchisement, and/or credible dispute resolution.
  • At least ten years of experience designing and implementing programs addressing peacebuilding, conflict mitigation, land tenure disputes, and/or natural resources disputes, ideally in Liberia.
  • At least five years of experience as a technical advisor or senior manager of a peacebuilding or conflict mitigation program.
  • At least three years of experience implementing USAID projects.
  • Strong knowledge and understanding of USAID policies and regulations.
  • Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and partner organizations.
  • Proven ability to lead diverse teams to successful outcomes.
  • Strong working knowledge of the People-to-People Approach.
  • Demonstrated experience implementing and managing programs in resource-constrained countries.
  • Experience interacting with developing country governments, international organizations, other bilateral donor and civil society representatives, and senior level government officials.
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations, communities and host country government counterparts.
  • Demonstrated proficiency in supervising staff, including providing constructive, timely feedback, and building cohesive teams.
  • Excellent written and oral communication skills, including the ability to effectively present complex ideas to diverse audiences.
  • Strong planning and time management skills, including the ability to multitask with ease, adapting to frequently changing priorities.
  • Working experience in Liberia.
  • Nigerian national preferred.
