Job Title: HR Compliance & Localization Manager – GE Africa

Role Summary/Purpose:
Partnering with key stakeholders the HR Compliance & Localization Manager will be responsible for HR compliance oversight within the region, which includes the establishment & maintenance of a regional HR Compliance Framework to ensure that internal GE policies & procedures are in accordance with country specific labour legislation.

Essential Responsibilities:
This position will also be responsible for establishing a regional localization framework which will include elements such as understanding local content requirements (i.e. localization ratios, quote requirements etc.), tracking/monitoring GE’s compliance to local content requirements and partnering with internal and external stakeholders to develop the appropriate localization plans to ensure GEs continued compliance to local content requirements.

Establishment and maintenance of HR Compliance Framework
  • Partner with legal to compile a list of statutory labour requirements and country best practices
  • Partner with the local HR team to analyse local requirements against country labour requirements, and develop the appropriate actions plans to close any gaps that may exist
  • Coordinate with the HR team and relevant stakeholders to ensure that all action plans are closed per agreed time-lines.
  • Compile a regional compliance calendar based on country specific statutory requirements
  • Assist with HR Investigations as required

Establishment and maintenance of the Localization Framework
  • Document all localization ratio’s, quota and HR specific local content requirements across the region
  • Complete a risk assessment and create recommendations by country, based on the findings of country specific localization requirements
  • Ensure that localization awareness sessions are scheduled and facilitated across the region
  • Establish an audit & tracking process to monitor and improve the Company’s localization status

Governance and Control
  • Implement rigorous tracking mechanism and escalation process, including reporting to the GE Africa CRB
  • Monitor adherence to localization and Compliance framework and consult with HR COE leaders as appropriate
  • Identify any reoccurring trends and ensure HR Leadership Team take appropriate action
  • Update / refine framework based on local labour legislative and legal changes ensuring robust communication plans
  • Facilitate best practice sharing across HR COE’s and Countries
  • Ensure that all processes and policies within scope of the HR Compliance and Localization Manager role are communicated to all relevant stakeholders and made available on the Company’s portal
  • Serve as an HR expert on Region Local Content Strategy Team

Service Delivery
  • Ensure accurate and timely execution of all HR Compliance processes, within scope of the HR Compliance and Localization Manager role

People Management & Development
  • Ensure that the team is resourced and trained effectively to meet business needs. Report any gaps to HR Leader – GE Africa for remediation
  • Ensure that all team members understand their roles and responsibilities and are performance managed accordingly

Qualifications/Requirements:
  • Relevant university degree or related qualification.
  • Green belt six sigma certification or other quality certification.
  • Professional work experience in a related field, preferably across different GE businesses.
  • Strong knowledge on localization requirements across the Africa Region.
  • Experience in key functional HR processes: onboarding, employee changes, immigration.
  • Good understanding of GE business processes.
  • Experienced people manager with ability to manage multicultural teams.
  • Process oriented with experience of process design preferably in the HR / Operations field.
  • Experienced in setting up and managing SLAs’ and service contracts.
  • Good networking skills with experience in operating in a matrix environment.
  • Ability to build good working relationships both internally and externally.
  • Excellent communication skills
  • Project Management experience with capability to drive change.
  • Strong sense of customer orientation.
