In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

Job Description
  • In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.
  • In the coming months, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State.
  • NRC will initially be starting activities in the area of food security, water and sanitation and shelter/NFI sectors.
  • NRC is therefore seeking a Shelter Officer in Maiduguri, Nigeria. The Shelter Officer reports to the Shelter Coordinator.
Generic Responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan:
  • Implement and maintain NRC’s shelter procedures and guidelines
  • Ensure adherence to NRC’s policies and procedures
  • Ensure a that the beneficiaries and community are involved in the project implementation
  • Participate and lead in the selection of beneficiaries and training for beneficiaries
  • Lead and participate on cash based programs such as NFI kits and Cash for Shelter
  • Implement and maintain a filing system for all project documents according to procedures
  • To assess the construction training needs of the community and assists in the development of appropriate training materials and plans
  • Guide the formation of beneficiary selection committee and village committee
  • Responsible for generating weekly action plan and weekly reports
Specific Responsibilities:
The Shelter Officer is expected to achieve the following during this contract period.
  • Conduct regular meetings with community members to discuss program objectives, and mobilize the community participation and act as a mentor throughout the planning and implementation processes.
  • Guide the formation of beneficiary selection committee and village committee
  • Train community project implementation committee members on the community based construction of the shelter project.
  • Routinely monitor the projects activities and feedback findings to the community members and other stakeholders
  • Ensure that the communities are continuously involved and kept uptodate with priority project developments
  • Responsible for generating weekly action plan
  • Monitor the progress of the construction of shelter
  • Assist in facilitating workshops, seminars, and trainings for the community.
Qualifications
  • Higher Diploma or Degree in related field (BAC+5) minimum
  • Minimum 3 years’ experience from working with /NFI, houses construction/repair projects in a humanitarian/recovery context. Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
  • Must have knowledge of emergency, transitional and permanent construction requirements and protocols
  • Familiarity with international minimum standards of service delivery (i.e., SPHERE) is an advantage
  • Excellent communication skills - written and spoken - in English required.
  • Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
  • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
  • Computer literacy in word processing and spreadsheets is required,
  • Familiarity with AutoCAD, GPS, ARC GIS and Google Earth is strongly desirable
  • Must be able to work under pressure
Personal Qualification:
  • Relevant experience in Shelter and knowledge in Microsoft Office (Word, Excel Powerpoint)
  • Excellent inter personal and communication skills
  • Ability to work under pressure, independently and with limited supervision
  • Highest standards of ethics and integrity
  • Organized and a good planner and possess significant understanding of complex emergencies
  • Ability to work in insecure environments
  • Communicating with impact and respect
