The Commonwealth Telecommunications Organisation (CTO) is the oldest and largest Commonwealth intergovernmental organisation in the field of Information and Communication Technologies (ICT). The Nigerian Communications Commission (NCC) in collaboration with the CTO London, United Kingdom, seeks to recruit Commonwealth employees who are committed to the vision and mission of the CTO, and the wider development of the Commonwealth in the capacity below:

Job Title: Manager - Human Resources and Administration

Reporting to: Secretary-General (SG)
Hours of work: 40 hours per week including one unpaid hour for lunch each day.

Job Description
  • The Human Resource and Administration Department, headed by the Manager - Human Resources and Administration, plays a central role in the organisation by ensuring that the organisation is adequately resourced with skills and the support services are provided timely.

  • To manage human resources and provide support services of the CTO
Department/Job Purpose
  • The Human Resource and Administration Department of the CTO plays a central role in the organisation.
  • The department ensures the organisation is adequately resourced to deliver on its strategic plan through planning, recruiting and continuous development of the staff. Services provided by the CTO call for a range of specific skills.
  • It is the responsibility of the post holder to make available this skill pool, by a combination of internal and external resources. In addition, the department provides logistical, IT and facilities management services. Being an international organisation, with an extensive membership base, IT plays a key role in staff and stakeholder engagement.
  • The widespread stakeholder network requires constant travel by staff for various activities. The post holder will deliver these services efficiently and cost effectively.
Key Performance Areas
  • Perform HR Administrative functions in respect of vacancies, new appointments, exits, leave, medical insurance, disability claims, death claims, and general administration.
  • Perform Payroll Administration functions.
  • Keep Personnel Records and filing up to date.
  • Lead on Performance Management System.
  • Provide assistance with Ad-hoc tasks as assigned to from time to time.
Working Relationships
  • Posts that this job manages: Logistics officer, IT officer and Admin officer
  • Other key relationships: This role requires close liaison with rhea SG and other departmental/divisional heads who are the main internal customers for the services delivered by the Department
Note: The post holder may be required to work such additional time beyond the contractual minimum as may reasonably be required to fulfil the organisation’s work requirements as per clause 2.5 of the CTO Staff Handbook.

Main Responsibilities

Human Resource Management:
  • Prepare, keep updated and implement HR policies, while taking note of applicable legal and Constitutional compliances
  • Plan human resourcing of the Organisation according to the approved Organisational structure
  • Acquire the required human resources in a timely manner
  • Prepare and implement staff training plans
  • Prepare and implement the compensation structure
  • Prepare and implement the performance evaluation scheme
  • Prepare and implement employee benefit plans
  • Maintain HR records
  • Ensure a positive working environment
  • Provide guidance and advice to managers on staff related matters.
  • Ensure compliance with occupational health and safety requirements.
Administration:
  • Oversee the provision of logistical assistance including booking travel and sourcing venues for activities
  • Oversee the provision of IT services
  • Oversee the provision of facilities management
Other:
  • Undertake any other duties in his/her speciality that may be assigned by the Secretary-General

Qualifications
  • A degree in Human Resource Management, General Management or a related field
  • 10 years of experience in hands-on human resource management
  • Proficiency in Microsoft Office
  • Experience in an international or regional organisation will be desirable
  • Expertise in change management will be desirable
Remuneration
  • Starting salary will range from £36,360 p.a. to £42,536 p.a. depending on the qualifications and experiences.
