Partnership for Transforming Health Systems Phase II (PATHS2) is a six year national programme funded by the UK’s Department for International Development (DFID) to strengthen Nigeria’s health system. PATHS2 seeks to contribute to effective and efficient use of Nigeria’s resources to achieve the health related Millennium Development Goals 4 and 5.

PATHS2 is working to improve planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems in five states in Nigeria – Enugu, Jigawa, Lagos, Kaduna, and Kano. By influencing and changing processes of health systems governance at federal and state level and encouraging citizen engagement and participation, PATHS2 is successfully improving health outcomes for the poor and socially excluded in its five focal states.

Path2 is recruiting qualified professionals to fill the following position:

Job Title: State Team Leader

Lagos and Jigawa

Responsibilities
  • Will oversee implementation, monitoring and review/reporting of the programme outputs by drawing (in the advice of the National Programme Technical Advisers. S/he will ensure the implementation of the work of the Programme State Team by drawing up, reviewing, and approving internal programme workplans and action plans, and setting out the funding framework for programme activities.
  • S/he will also supervise all project employees within the State, the job holder will participate in programme wide annual planning and evaluation activities.
  • In addition, s/he will establish and maintain an effective working relationship with officials in the State Ministry of Health and other key individuals in the government, as well as representatives of other aid agencies, the private sector and civil society groups in their respective state.
  • S/he will manage performance of technical and support stall’ at the State office and provide good and fair employment practice in line with that of the Consortium (of sub contractors) and DFID including access to information and training for all staff employed by the Programme on HIV/AIDS.
  • S/he will provide technical support in the area of health service delivery and overall financial management of the project within the State.

Qualifications

  • MD (desirable) or Master’s Degree (minimum) or a PhD in Public Health Management, or another relevant field.
  • Six (6) years of relevant professional experience with a Masters’ Degree, or four (4) years with a PhD or MD.
  • Two or more years of international project management experience, preferably in Nigeria.
  • Experience with DFID a plus.
  • Experience in project implementation and policy reform.
  • Excellent writing, computer, management and organizational skills, Successful track record as project manager.
  • Experience of successfully managing staff
  • Demonstrated leadership skills.
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
