Job Title: National Consultant - To Support Preparation of a Framework to Guide Fmard Dialogue and Interactions with Civil Society

Duties and Responsibilities
Functions / Key Results Expected
- The Consultant is expected to work with relevant staff of the Federal Ministry of Agriculture and Rural Development prepare a document/presentation that highlights the role and relevance of ATA for implementing CAADP. The Consultant will also support the arrangement of a 2-day consultative meeting with civil society organisations tentatively scheduled to take place at the end of May.
- The Consultant is also expected to define a clear agenda to guide the Ministry's communication and dialogue with civil society on issues pertinent to agriculture development and to promote ownership and commitment to national objectives for agriculture development as enshrined within ATA documents.
Scope of Work
- Review of ATA documents and national reports relevant to CAADP to highlight congruence and identify gaps
- Prepare a presentation to facilitate discussion at 2-day consultative workshop with 50 representatives of civil society organisation
- Prepare a clear agenda and programme of events for the workshop and
- Support arrangements and serve as facilitator and rapporteur for the 2-day meeting tentatively scheduled to hold at the end of May.
- Prepare a clear framework/strategy document for the Ministry’s engagement with civil society and make recommendations for immediate next steps to enable the Ministry commence a more systematic and sustainable CSO engagement process
- Prepare a funding proposal based on the framework
Deliverable
Final Output
- A Framework to guide FMARD's engagement with CSO Engage and a funding proposal for recommended activities.
Intermediate Outputs
- A 2 paged inception report, to be submitted within 5 days of commencement of consultancy, which will outline understanding of ToR, describe how work will be done and include a final programme with timelines and milestone activities.
- A presentation in PowerPoint to highlight ATA congruence with CAADP and which highlights the role and relevance of ATA for implementing CAADP
- A draft programme of activities for proposed 2-day meeting with CSOs
- A report on the consultative workshop (a list to guide content of the report will be provided during additional briefing for the assignment)
Competencies
Functional Competencies:
- Demonstrable knowledge and experience of civil society and engagement with civil society organisations
- A demonstrable understanding of Agricultural transformation agenda within the context of CAADP
- Outstanding communication skills, verbal and written in English
- Excellent writing skills, as well as strong analytical aptitude, communication and presentation skills
- Expertise in issues related to the private sector, the development of small and medium-sized enterprises, and in-depth knowledge of &'pro-poor' business and their potential to contribute to development.
- Extensive knowledge of development issues faced by rural communities in Nigeria.
Qualifications and Skills
- Minimum of a Master degree in development studies, governance or public policy
- At least 5-6 years of relevant experience facilitating dialogues and promoting accountability and voice of non-state actors.
- Excellent written and spoken English language skills
