MSH is seeking to recruit a Senior Technical Advisor: HIV Prevention, Care and Support who will be based in Abuja, Abuja state.

Overall Responsibilities
The Senior Technical Advisor: HIV Prevention, Care and Support will be MSH ProACT leading technical expert in the area of prevention of sexual transmission of HIV, OVC, care and support working in close collaboration with other MSH ProACT project team members. He/she will be responsible for overseeing the overall strategic direction, relevance, coverage and quality of the portfolio for prevention of sexual transmission of HIV, OVC, Care and support and for the design, implementation and evaluation of related prevention, OVC, care and support activities implemented by MSH ProACT project. He/she will also be responsible for ensuring the coherence and coordination of MSH’s prevention, OVC, care and support services in a manner that strengthens linkage and synergy between community-based and clinical facility-based services; in partnership with the state government, other implementing partners and the community itself.

Management Responsibility
  • Spearheading the strategic design and implementation of HIV Prevention, care and support activities including PHDP and OVC services provided under the MSH ProACT project in Nigeria
  • Member of the Project Management Team that is responsible for overall project performance

Specific Responsibilities
  • Keep abreast of new survey and research findings on the HIV epidemic in Nigeria; synthesize their findings and implications and disseminate these to MSH ProACT staff; advise on appropriate shifts in MSH prevention strategy to respond to evolving epidemiological data.
  • Coordinate HIV prevention, OVC, care and support activities with the national government, and other USG implementing partners.
  • Provide ongoing technical assistance, training and consultation on the development and implementation of HIV/AIDS prevention, OVC and care and support activities to MSH ProACT staff and partners, including assistance in the application of new data and research findings to program activities.
  • Design continuous quality improvement tools for periodic assessment of HIV sexual prevention interventions, OVC, care and support activities under the MSH ProACT project.
  • Continually identifies TA needs and develops and standardizes the package for Technical Assistance implementation in line with national guidelines and international best practices
  • Coordinate capacity building sessions for technical staff, GoN and CBO partners to ensure the implementation of high quality HIV sexual prevention intervention as well as OVC, care and support services in target communities.
  • Represent MSH at national and USG technical working groups meetings hosted by the NACA, Ministry of health, National AIDS and STI Control Program (NASCP)
  • Liaise and network with relevant ProACT partners and collaborators to improve MSH’s visibility, coordination of activities and promotion of shared advocacy agenda for OVC, care and support and HIV prevention programs.
  • Conduct regular site visits to review implementation of OVC and prevention programs and meet with beneficiaries. Based on information collected during field visits, communicate findings and recommendations for strengthening OVC and prevention interventions to the ProACT project leadership
  • Provide clear documentation of programmatic achievements and keep MSH ProACT senior management informed on monthly, quarterly and annual basis.
  • Work with ProACT senior management to document and publish best practices.

Accountability:
Supervision: Works independently with authority from the Project Director, within strategy and policy guidelines.
Decision Making: Makes decisions with regards to work responsibilities and is accountable for them.
Responsibility over data or information: Has access to information within project, and is responsible for guiding program data generation and management.

Qualifications
  • Master's level or higher training in public health, epidemiology, demography, social or behavior science or related field required;
  • Minimum 5 years’ progressively responsible experience in HIV/AIDS strategy development and implementation, with specific reference to OVC, Care and Support and prevention of sexual transmission in diverse contexts
  • Comprehensive understanding of HIV/AIDS prevention and community-based health care initiatives, including program design, implementation and evaluation of HIV programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank.
  • Evidence of excellent interpersonal, facilitation and team building skills/experience required;
  • Strong working competency in computer applications to carry out management and statistical analysis required;
  • Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation;
  • Excellent written and oral communication skills;
  • Experience in behavior change methodologies and their application to HIV/AIDS is particularly desired
  • Strong supervisory and management skills;
  • Ability to work independently with strong problem-solving skills and ability to foresee problems and initiate appropriate action.
