Overall Responsibilities
The Monitoring and Evaluation Advisor (HMIS), under the supervision of Associate Director, Monitoring and Evaluation, will provide HMIS technical assistance and coordination for the implementation of strategic information activities. These include, providing technical documentation of data, ensure data quality assurance and best practices in health information systems.
Specific Responsibilities
- Provide leadership, technical guidance and support in the use of both patient level (LAMIS) and reporting software’s (DHIS2) and other supporting applications.
- Provide technical oversight for the implementation and capacity building of these software and other supporting applications system.
- Provide technical assistance in setting up systems for the implementation of a systematic data analysis of data outputs from these software.
- Performs backup and recovery of all Database Management System (DBMS)
- Designs and develops database applications in response to MSH ProACT’s information needs, using MS Excel, Access and SQL.
- Ensure quality control systems and mechanisms needed to guarantee accurate data management of information and data quality assurance is in place
- Conduct user training and system documentation and developing SOPs as it relates to HMIS processes
- Oversee the design and/or development of specific databases for collection, tracking and reporting of program and operational research data
- Provide guidance to regional and site staff on HMIS and data quality issues
- Ensure the utilization of standardized monitoring and evaluation indicators and tools for consistency in measurement.
- Perform other duties as assigned by the Associate Director Monitoring and Evaluation
Qualifications
- Proven DHIS, Excel, SQL and MS Access programming skills
- Proven experience in monitoring and evaluation of HIV and AIDS programming
- MS SQL Server Administration
- Windows NT and Office Administration and Management
- Relational database design and analysis
- Proven knowledge and understanding of micro-based applications using modern RDBMS
- Proven knowledge of web-based portals and ability to develop and manage them
- Good knowledge of programming principles and languages.
- Thorough knowledge of monitoring and evaluation tools.
- Relevant data management experience in the HIV and AIDS sector
- Ability to build capacity
Minimum Recruitment standards
Bachelor of Science degree in Computer Science or and a Masters in degree in Public Health minimum of 3-5 years of relevant data management, programming, and analytic experience in the context of HIV and AIDS programming. Experience must reflect the knowledge, skills and abilities listed above.
