Akwa lbom State Agency for the Control of AIDS (AKSACA) has received financing from World Bank towards the cost of the Second HIV IAIDS Programme Development Project (HPDP 2). The HPDP 2 will build 011 the substantial success of the HPDPl and utilize the existing institutional structures and enabling environment in the State AIDS response, while building new structures and strengthening capacities in the fight against HIV &AIDS in the State. The Project Development Objective is "to reduce the risk of HIV infections by scaling up prevention interventions and to increase access to utilization of HIV counseling and testing".
The HPDP 2 has 3 components namely:
Expanding Public Sector Response
Expanding Civil & Private Sector Engagement and Response through the HIVI AIDS Fund (HAF)
Strengthening Mechanisms for Project Coordination and Management
AKSACA is recruiting for the position of:
Job Title: Project Manager
Location: Akwa Ibom, NG
Responsibilities
- To coordinate the HPDP II and members of the State project team of the World Bank HIV/AIDS project.
- Support the CEO in the facilitation. identification, planning and coordination of multi sectoral HIV/AIDS activities of the State Response
- To lead the development and periodic updating of the Strategic Plan of the State Response Programme.
- To ensure monitoring and evaluation of the States HIV!AIDS activities
- To prepare the aide memoirs of the World Bank supervision missions for the signature of the SACA Chairman in collaboration with the Executive secretary
- To supervise and take responsibility for the preparation of the Annual Work Plan for the States program (for approval of the HAF Advisory Committee and the Chief Executive of the Agency)
- To be the primary signatory to the project accounts
- To perform any other function assigned by the Chief Executive of the Agency.
Requirements
Guiding Criteria for Selection
- Selection of the most qualified person will be in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment or Consultants by World Bank Borrowers (January 2011 edition)
Eligibility Criteria
To be eligible, applicants must be employees of the Government of Akwa Ibom State and should have been at a salary Grade Level (SGL) 14 as at January, 2011, in addition to the following qualifications and experience:
- Possess first degree in relevant field such as Engineering, Economics, Pharmacy, Health or Allied Sciences, Business Administration or Marketing, and have fifteen (15) years post qualification experience (PQE).
- A Professional qualification or specialization would be of advantage
- Must have worked in the State Government employ for at least twelve (12) years.
- A knowledge or working experience with international organizations such as the UN Donor Agencies, World Bank Assisted projects, ECOWAS, African Development Bank (ADB) Assisted Project, etc. and with relevant experience in similar position in any of the above named organizations, would be an added advantage.
- Must be ICT literate
- Must be a Nigerian of Akwa Thorn State Origin
- Must not be less than 40 years as at December, 2011.
