Basic Function
  • With the support Senior Technical Officer PCT & M&E unit, the Technical Assistant- clinical Services will provide technical and programmatic support to implement high quality integrated diabetes mellitus care in facilities at the state level, interfacing with facility level program coordinators, local interest groups and supervising authorities.
  • In addition, s/he will work with others in the state office to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.
  • S/He will enter program data into the FHI 360 data management software for subsequent analysis, identify & follow up missing data, undertake basic validation checks, store and disseminate data files as appropriate.
  • S/He will also supervise facility level volunteers to optimize the delivery of screening, diagnostic, referral, linkage and follow up services to clients at the facility level.
Duties and Responsibilities
  • Support the optimization of integrated diabetes screening, diagnosis and linkage services in the facility by instituting 90% PITC and maximized initiation rates through effective referral services.
  • Support onsite mentoring of care providers to provide optimal care for diabetic patients according to the national guidelines.
  • Track facility data, including compliance with medication, clinic attendance and blood glucose control parameters to support the QI capacity of providers in utilizing the data for program improvement.
  • Supervise facility level volunteers on optimal client follow up and retention in care, analyze & report factors contributing to observed client retention patterns to formulate intervention strategies for retention.
  • Ensure timely updates are provided to the state coordinating team including success stories, reports, logistics supply, commodities and daily service summaries.
  • Contribute to the development of lessons learned from programs and projects related to clinical management of diabetes mellitus and integrated medical services and apply these lessons to improve the design of new and existing programs.
  • Bring to the knowledge of the State Technical Officer – M&E questions that need to be solved such as inconsistencies or missing data by the originators of the source data.
  • Provide support to sites in the state, including interacting with site Program Managers, M&E focal points, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support preparation and sorting of source documents for data to be entered into CommCare and reported to the donor.
  • Assist in conducting routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
  • Work with the Senior Technical Officer to ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
  • Assist in the development and maintenance of computerized data capture systems for the program and provide technical assistance and training to the staff at the sites responsible for data entry.
  • Attend to other duties assigned by supervising leads.
Minimum Qualifications and Requirements
  • MBBS with a minimum of 1 year post national youth service experience in clinical care.
  • Registered Nurse /Midwife with a minimum of 3 years post qualification experience.
  • A sound understanding of chronic care for diabetes and other non-communicable diseases in resource-constrained settings.
Knowledge, Skills & Attributes:
  • Knowledge of Nigerian clinical setting, including government and non-government settings.
  • Experience in integrated chronic disease and health promotion programs.
  • Experience with group facilitation, team leadership and working with external agencies.
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding diabetes and other non-communicable diseases.
  • Fluency in written and spoken English communication. Fluency in local dialect and language of host community would be an added advantage.
  • Must be familiar with the intricacies of working in the cosmopolitan Lagos setting.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Computer skills in Microsoft Word, excel, power point and Outlook at the minimum.
