The Population Council is an international, non-profit, non-governmental institution that seeks to improve the well-being and reproductive health of current and future generations around the world and help achieve a humane, equitable and sustainable balance between people and resources. The Councils major program areas are HIV&AIDS, Reproductive Health and Poverty, Gender, and Youth. The Council conducts biomedical, social science and public health research and helps build research capacities in developing countries. The Population Council works in collaboration with a broad range of Nigerian institutions. Due to its imminent roll-out of an ambitious 5-year community-based adolescent girls empowerment program in Northern Nigeria, the Council is seeking qualified individuals to fill the following positions:

Job Title: Programme Operations Manager - 1 Position

Job Description
  • The successful candidate will work closely with the team leader to ensure the smooth development, implementation, and monitoring of an ambitious program of research; capacity building for ministries.
  • NGOs, and CSOs: expansion of pilot projects: and dissemination of evidence and best practices to promote asset building and safe spaces for adolescent girls in six states across Northern Nigeria.
  • S/he will manage the financial and operational components of the project by supervising and assisting staff, ensuring accurate and timely reporting to the donor and appropriate human and financial resource allocation to project initiatives.
  • This will include financial and systems management, oversight of contracts and sub-awards, and personnel issues.
  • The programme operations manager will also work closely with Population Council finance and administration staff at both the Nigeria Country Office level and with relevant headquarters staff to ensure cost effective management of programme resources and compliance with donor and Council policies.
  • S/he will also work with each of the project partners to ensure their appropriate resource allocation to the various project initiatives.
  • S/he will also contribute to the dissemination of information and documentation in collaboration with the program staff, partner organizations, and other Council staff.

Qualifications; The ideal candidate must have:
  • Master's degree in business management, public administration, or a related field, with a minimum of eight years of experience in managing and implementing finance, administration, and management support activities, preferably in an international development program context.
  • Demonstrated ability and at least eight years of experience in financial arid operational management of complex multi-partner, donor funded programs in developing countries.
  • Theoretical and practical knowledge of programming within a health and social service context in Nigeria, with specific experience with programmes focused on women and girls, and northern Nigeria.
  • Demonstrated leadership, management, and staff development skills in order to effectively manage and supervise a diverse range of finance arid operations staff.
  • Excellent English language writing and speaking ability.
  • Must speak fluent Hausa and have experience living and working iii northern Nigeria.
  • Excellent organizational and interpersonal skills.
  • Ability to handle a heavy workload with competing priorities and work independently with minimal supervision as part of a team.
