Job Position: Global Sanitation Fund (GSF) Programme Manager

Location:
Calabar, Cross River State
Reporting to: Country Director (based in Calabar)
Duration:  Four years subject to performance and continued availability of funds.

Job Purpose
The aim of the GSF Programme is to significantly increase sanitation coverage and attain a positive and sustained hygiene behavioural change, for households and individuals, in six Local Government Areas (LGAs), three in each of the two participating states (Cross River and Benue).

Accordingly, the two main objectives of the programme are to:
  • Increase the number of people with improved sanitation coverage and appropriate hygiene behaviours through a demand-led process that empowers local communities; and
  • Strengthen political commitment at all three tiers of government to improve allocation of appropriately-directed resources for sanitation and hygiene.

  • The GSF Programme Manager will provide strategic leadership and management for the achievement of the above-mentioned aim and objectives.
  • S/he will coordinate the provision of support to the multi-stakeholder Programme Coordinating Mechanism (PCM), manage grant awards to sub-grantees, and manage procurement of services for specific programme activities from specialised institutions and private sector entities.
Duties and Responsibilities
The GSF Programme Manager will have the following duties and responsibilities:
  • Ensure the successful implementation of the Programme and the achievement of the Programme aim and objectives.
  • Award grants to sub-grantees. This includes issuing calls for proposals, supporting proposal development, screening proposals, submitting proposals to the PCM and to theGSF Management and establishing sub-grant agreements with successful applicants.
  • Provide technical support to sub-grantees to address issues in project preparation and implementation.
  • Provide secretariat support to the PCM and attend its meetings.
  • Procure goods and services necessary for sound and efficient management of the grants
  • Programme and for the achievement of Programme objectives.
  • Prepare annual and medium term plans and budgets and implement internal controls for sound financial management.
  • Guide the establishment of a monitoring system and monitor the work of sub-grantees, progress toward objectives and the financial situation of the Programme.
  • Prepare semi-annual, annual and final progress reports and facilitate the preparation of quarterly, semi-annual, annual and final financial reports for submission to GSF Management.
  • Report on Programme activities and emerging issues to the PCM.
  • Manage engagement with the Country Programme Monitor (CPM).
  • Develop and implement a communications plan to inform stakeholders about the GSF.
  • Provide leadership and direct line management support to the GSF Monitoring, Evaluation and Reporting Coordinator and State Technical Support Officers and others that may be appointed.
  • Undertake any other duties that may be requested by the Country Director.
Qualifications and Experience
  • At least a university degree in public health, project management, rural development or another relevant discipline.
  • A minimum of five years of relevant experience in successfully managing large scale sanitation and hygiene projects or other rural development projects, preferably in Africa.
  • Solid understanding of and practical experience in project cycle management.
  • Experience in budgeting and financial management of large scale development projects.
  • Experience in managing donor, NGO and government relations is desirable.
  • Relevant knowledge and experience in hygiene education, Community Led Total Sanitation programming and other demand-driven approaches is desirable.
  • Working knowledge of computers: MS Office tools (minimum Word, Excel, Internet browsing/e-mail operations).
