The Complex
  • The Chief Economist and Vice-President for Economic Governance and Knowledge Management (ECVP) is the Bank’s spokesperson on economic matters and the VP for the ‘Economics Governance and Knowledge Management Complex’.
  • The ECVP is responsible for (i) providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues; and coordinate the generation of analytical works to inform operational policy; (ii) systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.
  • The ECVP will inspire, generate and provide direct support to the President and Senior Management of the Bank on a broad range of technical and management issues within the broad remit of economic, finance, public financial governance, management and social economics.
The Hiring Department/Division
  • The external role of the African Natural Resources Center’s (ANRC) is to support Regional Member Countries (RMCs) improve development outcomes through effective management of natural resources wealth by delivering practical solutions on policy, legislative and investment decisions in the sector.
  • Internally, it brings cohesion to the Bank’s strategies in natural resources sectors by providing a single lens through which the institution tackles natural resources governance.
The Position
  • As part of the ANRC, Chief Minerals Officer position is responsible for designing and leading advisory programs, knowledge dissemination and managing partnerships in the mining sector.
Duties and Responsibilities
Under the overall guidance of the Division Manager for Non- renewables,  the Chief Minerals Officer will perform the following:
  • Coordinate advisory work in the mining sector by implementing annual programs in collaboration with regional offices,
  • Lead the provision of strategic advice on mining projects negotiations between RMCs and investors by managing training programs and sourcing expert to support RMCs,
  • Design and supervise the work of experts providing specialist support by ensuring compliance with terms of engagement,
  • Establish global benchmarks for extractives licensing regimes by conducting periodic case studies,
  • Maintain a database of country profiles on policy, legal and institutional governance in the sector by conducting systematic country reviews,
  • Benchmark policy formulation in order to assist RMCs build institutional know-how by collaborating with other Bank departments and think-tanks to set standards,
  • Forge collaborative partnerships with donors, AUC agencies, RECs, industry and think-tanks by designing and implementing joint programs of support,
  • Advise the Division Manager on relevant issues by contributing to the Center’s strategies and work plans,
  • Keep abreast of international and regional conventions through self-development and networking,
  • Manage all resources allocated through supervision of consultants and budget oversight.
Selection Criteria
Including desirable skills, knowledge and experience:
  • Hold at least a Master’s degree in the extractives discipline, Policy Design or Mineral Resources Management or related disciplines
  • Have a minimum of seven (07) years of relevant experience, in the sector, international organizations, regulatory environment or a Think-Tank with a focus in the sector
  • Knowledge of the extractives sector regulatory environment, regional initiatives in the sector, AU development programs and relevant protocols.
  • Understanding of the generic mandate and functions of regulatory bodies and cadasters
  • Practical knowledge of the structure of the sector and extractives resources value chain
  • Practical experience and knowledge of negotiations strategies
  • Applied knowledge of at least one of the disciplines specified under qualifications
  • Knowledge building skills including analytics, research project design and implementation
  • Compiling funding proposals, policy briefs and project reports
  • Knowledge of principles of good governance as pertaining to transnational trade
  • Ability to interact with senior officials in the public and private sector
  • Knowledge of influencers of public policy
  • Private sector experience is an added advantage
