WAPP is a specialized institution of the Economic Community of West African States (ECOWAS) that was created to integrate the operations of its member power utilities into a unified sustainable regional electricity market, with the ultimate goal of providing the ECOWAS Member States with stable and reliable electricity supply, at affordable cost, in the medium and long terms. The WAPP General Secretariat has its headquarters in Cotonou, Republic of Benin.

In support of WAPP Secretariat’s effort, the World Bank provided WAPP Secretariat a grant under the Component 2.B of “Technical Assistance and Integration of WAPP network” in the Phase 1 of WAPP Cote d’Ivoire – Liberia – Sierra Leone – Guinea (CLSG) Project. This component is related to facilities and services to support the integration of WAPP transmission networks and some of the developmental activities.

Within the framework of managing day to day activities of the project, the WAPP Secretariat intends to recruit a Project Manager for Project Implementation Unit.

Job Title: PIU Project Manager

Objective of the position
The Objective is to coordinate the day to day activities of the “Project Implementation Unit (PIU) for Technical Assistance and Integration of WAPP Network” Project in close collaboration with WAPP Secretariat especially with WAPP ICC, Consultants and WAPP Engineering and Operating Committee (EOC) Task force on WAPP Network Integration.

Main Responsibilities
  • The Project Manager will assist through the PIU, the implementation of WAPP Network Integration Project.
  • Coordinate the supply and installation of the synchronization component and equipment in utilities with the owner engineer to be recruited;
  • Coordinate the strengthening of the WAPP staff in Planning, Investment Programming and Environmental Safeguards (PIPES) department, and for Information and Coordination Centre (ICC) department in order to strengthen skills for speedy implementation of WAPP project and programmes.
  • Coordinate the recruitment of consultants for technical assistance to develop and support the WAPP Operators Certification process and to assist in the development of WAPP standardized market operating rules;

Required Competencies and Qualifications
Education: BS Electrical Engineering
Years Experience: 15-20 (or an equivalent combination of related education, training, and experience may be considered)

Type of Experience:
  • Project management
  • Market operation
  • Power system operations, especially transmission systems, and interconnected electricity system operations;
  • Power system Planning;
  • Competitive Power Market implementation;
  • Understanding and ability to apply economic analysis;
  • Must be able to work effectively in a team environment;
  • Excellent interpersonal and written and verbal communication skills including preparation and presenting information;
  • Strong computer skills in MS Office applications including Excel and PowerPoint, e-mail and internet programs.

Language: Fluent in English and French

Preferred:
  • Knowledge and competence in Management of Projects;
  • Knowledge in using Project Management tools (MS Project, etc.)
  • Experience in system planning
  • Knowledge in power system operation, electricity generation, electricity transmission and power pool.
  • Experience in System Control Center environment is preferred
  • Analytical/logical reasoning ability required
  • Must be able to work effectively in a team environment
  • Excellent oral and written communications skills
  • Strong computer skills in MS Office applications including Excel and PowerPoint, e-mail and internet programs.
  • Applicants should not be older than 45 years of age.
