The Nigerian Electricity Regulatory Commission (NERC) is the independent regulatory agency mandated by Government to monitor and regulate the electricity industry in Nigeria. The Commission is committed to promoting and ensuring efficient market structures and an investor-friendly industry to meet Nigeria's need for safe, adequate, reliable and affordable electricity.

To drive the achievement this mandate, the Commission seeks to recruit qualified professionals for vacant positions in the Office of the Chairman and its 6 specialized Divisions.

NERC is recruiting to fill the position of:

Job Title: Technical Adviser to the Chairman/CEO - Deputy General Manager

Job Description
  • The Technical Adviser is a fit-to-purpose person with necessary specialist and general expertise on regulatory matters to support the Chairman and the Commission in providing strategic direction to the industry.
  • The job holders will report to the Chairman.
Key Responsibilities
  • Provides technical and expert advice to the Chairman/CEO and other Commissioners on regulatory and policy issues
  • Monitors and communicates information relevant to the effective and coherent implementation of  regulatory initiatives and programs by the licensees
  • Provides periodic technical analysis of data from the industry to the Chairman to enable strategic intervention in the sector
  • Contributes to the effective briefing and debriefing of the Chairman/CEO and the Commissioners
  • Builds contacts and networks to support the achievement of the Commission's short, medium and long term strategies
  • Participates in the production of regular Technical Reports.
Qualifications and Skills
  • Must have studied technical issues on utility regulation either from the fields of Law, Engineering or Economics, with first-hand experience in utility regulation in other countries, particularly those countries that have transited from monopoly to competitive markets
  • A first degree in a Law, Economics, Engineering or any other relevant science of social science course.
  • A Post Graduate degree in Economics, Business Administration, System or Risk Engineering is mandatory; or alternatively, the person must have earned practical experience in utility regulation as to be described as regulatory specialist.
  • Minimum of 22 years post-graduation experience
  • Not less than 10 years practical experience in analytical work or risk management; 5 years of such experience with a good PHD or its equivalent from an internationally reputed university.
  • Good knowledge of the electricity industry.
  • Ability to foster teamwork, mentor and coach junior colleagues, motivate and work with others, and share technical knowledge within the commission.
  • Technical expertise, particularly strong commercial skills and financial competency.
  • Strategic thinking and implementation skills.
  • Highly developed planning and analytical skills, with ability to critically assess the various aspects of the electricity industry and to manage work and resources to meet tight deadlines and effectively control budgets.
  • Well-developed IT skills, including the application of MS Word, Excel, PowerPoint, and Project and the ability to use e-mail and conduct internet research.
  • Effective interpersonal, communication and negotiation skills, including ability to build relations with external partners and to present and articulate complex issues in an easy to understand language for different stakeholders.
