The Nigerian Electricity Regulatory Commission (NERC) is the independent regulatory agency mandated by Government to monitor and regulate the electricity industry in Nigeria. The Commission is committed to promoting and ensuring efficient market structures and an investor-friendly industry to meet Nigeria's need for safe, adequate, reliable and affordable electricity.

To drive the achievement this mandate, the Commission seeks to recruit qualified professionals for vacant positions in the Office of the Chairman and its 6 specialized Divisions.

NERC is recruiting to fill the position of:

Job Title: Manager, Regulation and Compliance

Job summary:
The Manager, Regulation and Compliance is to identify alleged violations of rules, regulations, policies, procedures, and Services Standards. The job holder will report to the Assistant General Manager, Customer Service Standards

Key Responsibilities
  • Identifies alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures
  • Develops and oversees a system for uniform handling of such violations
  • Assists in maintaining an effective compliance communication program for the Division, including promoting:
  • use of the Compliance Hotline
  • heightened awareness of Standards of Services, and
  • understanding of new and existing compliance issues and related policies
  • ?Monitors unethical, illegal or improper conduct of Distribution licensees in customer service delivery
  • Develops new customer service standard regulations
  • Develops new compliance rules and regulations
  • Develops periodic report on Regulatory impact analysis of existing regulations
  • Monitors degree of compliance with consumer obligation
  • Liaises with the Legal, Licensing and Enforcement Division to ensure enforcements of customer regulations
  • Provides legal inputs on the regulatory issues

Required Knowledge and Skills

  • Knowledge of the Nigerian Electricity Sector
  • Excellent presentation skills and can represent the commission effectively in stakeholders meetings and conferences
  • Expertise and experience in developing and monitoring regulations
  • Experience with Microsoft office(World, Excel and Power Point)
  • Resilient and Assertive, yet with a mature and personable disposition
  • Organised thinking, clear headedness; and the ability to remain calm under pressure
Creativity and innovative-mindset, to seek ways to improve on standards
Ability to communicate complex issues clearly and with impact (written and spoken)
Ability to multi–task; with strong organisational skills and planning skills
Excellent use of Microsoft Office packages
An understanding of Regulation, Policies and Procedures

Educational Background
  • A Bachelor's degree in Law, Social Science or related discipline. Postgraduate degree will be an added advantage
  • Professional certification in Regulation or equivalent (e.g. IP3, NARUC. No) will be added advantage

Work Experience
  • Minimum of 9 years post-graduation experience with 3 years managerial experience
