The Nigerian Electricity Regulatory Commission (NERC) is the independent regulatory agency mandated by Government to monitor and regulate the electricity industry in Nigeria. The Commission is committed to promoting and ensuring efficient market structures and an investor-friendly industry to meet Nigeria's need for safe, adequate, reliable and affordable electricity.

To drive the achievement this mandate, the Commission seeks to recruit qualified professionals for vacant positions in the Office of the Chairman and its 6 specialized Divisions.

NERC is recruiting to fill the position of:

Job Title: Manager, ADR

Job summary
The Manager, ADR will be responsible for coordinating ADR activities of the Unit. The job holder will report to the Deputy General Manager ADR/Enforcement.

Responsibilities
  • Reviews and evaluates all petitions brought to the Commission
  • Advises on the appropriate dispute resolution method(s) for petitions filed before the Commission
  • Ensures Commission’s compliance with all ADR Regulations of the Commission
  • Ensures that the Commission is up to date on international best practices on dispute resolution
  • Renders legal opinion on ADR matters
  • Liaises with the MCR on issues pertaining to dispute resolution in the electricity Market
  • Reviews and evaluates all litigations against the Commission arising from petitions and, advises the Commission as well as ensures that the Commission is adequately represented and proceedings properly monitored in court
  • Ensures that reports are made to the Commission on every court appearance on any case involving the Commission in the exercise of its dispute resolution functions
  • Ensures proper organization and conducts all relevant meetings, proceedings, consultations and hearings of the Commission in the performance of its quasi-judicial function
  • Monitors and processes cases for imposition of fines and penalties in accordance with the provisions of the law in the Commission’s dispute resolution matters
  • Ensures all subpoenas, resolutions and orders of the Commission arising from petitions are duly served as instructed
  • Prepares and reviews motions, briefs and responses to petitions on behalf to the Commission
  • Proposes trainings on ADR to improve the capacity of staff in the Unit
  • Leads and mentors the Analyst ADR
Requirements
  • Good understanding of the functions of the Commission and working knowledge of the Nigerian Electricity Sector
  • Familiar with Nigerian law, Nigerian legal system, and court processes
  • High levels of organization and planning
  • Adept at using the computer, especially Microsoft Office suite
  • Excellent knowledge of ADR generally and ADR processes in a regulatory environment
  • Strong advocacy skills
  • Excellent communication skills – written and verbal
  • Strong case management skills
  • Must possess a Law degree and be called to the Nigerian Bar
  • Must possess a Master’s degree in a relevant discipline
  • Minimum of 9 years post call experience
