The Nigerian Electricity Regulatory Commission (NERC) is the independent regulatory agency mandated by Government to monitor and regulate the electricity industry in Nigeria. The Commission is committed to promoting and ensuring efficient market structures and an investor-friendly industry to meet Nigeria's need for safe, adequate, reliable and affordable electricity.

To drive the achievement this mandate, the Commission seeks to recruit qualified professionals for vacant positions in the Office of the Chairman and its 6 specialized Divisions.

NERC is recruiting to fill the position of:

Job Title: Manager, Licensing

Job summary
The Manager, Licensing is to supervise the licensing process and post licensing issues in the Division. The job holder will report to the Assistant General Manager, Licensing.

Responsibilities
  • Processes all applications for licenses in consultation with AGM Licensing
  • Develops, in conjunction with the AGM (L), the procedures and reviews when necessary, for issuing Licenses
  • Requests and collates inputs from other Divisions on the requirements of each license application
  • Keeps statistical records of all pending licenses, permits and clearance applications
  • Monitors compliance with and enforces the terms and conditions of the Licenses
  • Provides legal inputs to regulatory instruments and agreements e.g. Regulations, review of PPAs, preparations of Licenses etc.
  • Responds to enquiries on license applications
  • Reviews objections filed on application of Licenses
  • Liaises with AGM Licensing to prepare monthly reports on status of license applications
  • Drafts Regulations required by the Division in it Regulatory function
  • Organises site inspections where necessary
  • Supervises, in liaison with DGM (A&E), proceedings, hearings etc arising from the administration and enforcement of licenses
  • Prepares training programmes for the Division in consultation with AGM Licensing and Enforcement
Requirements
  • Ability to handle routine assignments
  • Ability to manage processes and large volumes of information
  • Familiarity with Nigeria Electricity Supply Industry practice
  • Understanding and cognate experience in a regulatory environment
  • Adept at using the computer, especially Microsoft Office suite
  • Data management skills
  • Excellent communication skills – both written and oral
  • Must have a degree in Arts, Social Sciences or Humanities or Law
  • A Master’s degree in a related field is mandatory
  • Minimum of 9 years post graduate experience
