Project Description
  • The proposed action responds to the need of building resilience and sustainability in Borno and enhancing the capacity of public institutions and affected communities to anticipate and react to the challenges of poverty, social cohesion, climate change, and crisis/security
  • Responding to the needs of those most affected by the ongoing conflict in Borno requires a comprehensive and integrated intervention across multiple platforms of service delivery and system strengthening
  • The project will therefore cover multiple sectors at once in the targeted area, with support to the health and nutrition sector, to the WASH and renewable energy systems, and finally to the social protection, livelihood and income generating sector. Focus will be on ensuring a transition between emergency and development in a sustained manner
  • The project will be linked to existing systems and protocols at both state and local level, and work alongside authorities to ensure they are strengthened to be able to deliver the basic services to their population. The project will seek to empower conflict affected populations, in particular women, to make them more resilient
  • This will be done through empowerment of affected populations on their health, nutrition and sanitation practices, the support to sustainable livelihood and income generation, and the support to community cohesion and gender equity
  • While the ultimate expected level of sustainability will be dependent on factors such as resources and security, the project plans to work closely with national and community structures to ensure that they have the technical capacity to deliver an effective response without external support.
Rationale
  • The purpose of the consultancy is to conduct HEA baseline in livelihood zones of Borno state where the LGAs of Kukawa, Nganzai and Monguno are part and provide Livelihoods Impact Analysis Sheets (LIAS) for the studied Livelihoods zones (LZs).
Objectives of Consultancy
  • To provide in-depth understanding of the livelihood situation in Borno state, using the HEA methodology
  • To improve the project understanding on nutrition within the states as this could be linked with livelihood, and would inform the project strategy in addressing both livelihood insecurity and malnutrition within Borno state:
  • To produce Livelihood zone maps for the use of the project and generate socioeconomic data and wealth zones;
  • To analyse connections among different groups within the three LGAs and the distribution of assets;
  • To analyze assets, opportunities and constraints and possible recommendation for shock responsive mechanisms
Scope Covered by Analysis
  • The consultant/s will work closely with Action Against Hunger in executing the task and will: Train enumerators/participants and staff which would be drawn from both government Ministries, Department and Agencies as well as other INGOs representatives on the Household Economy Approach (HEA) baseline;
  • Lead the HEA baseline data collection, entry and analysis in studied livelihood zones of Borno state;
  • Provide a detailed HEA baseline report for the studied livelihood zones of Borno;
  • Generate LIAS and Input the HEA baseline information from studied livelihood zones into the HEA dash board for future use in situation and outcome analysis;
  • To recommend diversification and strengthening of sustainable livelihood/strategies as well as key value chain.
Methodology & Timeline
The consultancy is expected to be completed within 50 days and will cover:
  • Pre-baseline activities
  • HEA baseline training including pre-test
  • HEA Baseline field work
  • Data cleaning/analysis
  • HEA baseline report including presentation to AAH team
  • LIAS generation and Input into HEA dashboard
Key Deliverables
The consultant/s will be expected to deliver:
  • Proposed HEA baseline assessment methodology submitted to Action Against Hunger for review, feedback and approval within one week. The HEA Baseline training and collection of data can commence once the methodology is approved.
  • Copies of tools used
  • HEA baseline report and LIAS for livelihood zones in Borno state where the LGAs of Kukawa, Nganzai and Monguno are part.**
Profile of the Consultant
  • Masters qualification in discipline related to Agricultural Economics, Development Economics, Agriculture, Food Security or other relevant discipline or commensurate work experience in lieu of graduate qualification.
  • International experience (at least 4 years) in food security and livelihoods programming with specific experience as follows:
    • Being trained by Food Economy Group (FEG) on HEA Baseline and Outcome Analysis with a proven experience in running theses analysis, facilitate baseline and providing technical support on the various aspect of HEA (LIAS, OA1, Baseline spreadsheet, Baseline reports, data collection of key parameters)
    • Experience in building capacities on HEA approach ( Baseline and OA)
  • Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative approach
  • Extensive experience in data management and analysis, including data collection tools design, database design and management and data quality checks.
  • Sound and mature understanding of rights-based approaches to development and participatory concepts and practical experience in similar context.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language barriers with tact and diplomacy.
  • The ability to work closely in a team, to be patient, adaptable, flexible and able to improvise and work in an environment that is often stressful and potentially volatile
  • Willingness to travel in difficult contexts
  • Excellent command of the English language
