Responsibilities
  • Work with the Associate Director, Procurement, Contracts and Grants to provide lead administration for the management of awards and sub awards to include contracts, grants and cooperative agreements. Will monitor work flows and help develop and implement systems to provide sound management control over FHI360’s compliance with award terms and conditions and FHI 360 policies.
  • Develop and implement procedures to ensure compliance with award terms and FHI 360 policy and providing support to C&G and other FHI 360 staff to ensure that C&G tools align with program needs.
  • Maintain a good working relationship with Contract/Technical personnel from FHI 360 HQ, USAID, other donors, and other implementing agencies.
  • Develop templates, provide guidance and identify training needs to ensure FHI 360 C&G functions are consistently applied across the program and in coordination with the global organization.
  • Collaborate on draft C&G documents, and provide general communications to the field on such matters.
  • Interpret and apply funding regulations to ensure that all FHI 360 policies and procedures and procurement and contracting requirements are met for subagreement and subcontracting activities working to ensure consistency of use across FHI 360.
  • Coordinate the development of and implement procedures for projects to ensure that adequate records and audit trails are maintained.
  • Develop and implement procedures to ensure that C&G processes and related projects are efficiently, monitored and executed in a timely manner.
  • Provide input for C&G policy and procedure revisions.
  • Perform other duties as assigned.
Requirements
  • BSc in Business Administration, Accounting or related field and 7 - 9 years relevant experience;
  • or MSc./MBA with 5 - 7 years relevant experience in an NGO setting.
  • Relevant software skills to include spreadsheet and data base software and Management Information Systems.
  • Working knowledge of donor (USAID, CDC, DFID, GFATM) contract and grant agencies are required.
  • Ability to interpret funding regulations and develop implementing procedures is required.
  • Knowledge of U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds.
  • Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
  • Budget development skills with multi funding sources and general ledger skills.
  • Relevant software skills to include automated accounting software and database spreadsheets and Management Information Systems.
  • Work independently with initiative to manage high volume work flow, may structure work of staff members.
  • Ability to work with scientific/technical personnel who may have little or no knowledge of fiscal control procedures and practices.
  • Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations.
  • Interact with diplomacy and tact and follow-up on requests in timely and efficient manner.
  • Maintain confidentiality for sensitive issues or projects and use judgment and decision-making to execute duties and responsibilities.
  • Perform detail-oriented work with a high level of accuracy.
  • Has written and verbal communication skills.
