Overall Responsibilities
  • Working under the supervision of the Senior Clinical Advisor, the HIV Quality Improvement (QI) Officer will provide leadership for the implementation of HIV quality of care improvement activities under the ProACT project in Nigeria.
  • In addition he/she will be responsible for the planning, coordination and providing overall strategic direction for the roll out of QI initiatives of the ProACT project as well as providing strong leadership to a multidisciplinary team of clinicians working in supported health facilities.
Management responsibility
  • Spearheading the strategic design and implementation of HIV quality of care improvement activities under the ProACT project in Nigeria
  • Member of the Project Management Team that is responsible for overall project performance.
Specific Responsibilities
  • Work with the senior Clinical Advisor to spearhead HIV-related quality improvement activities within MSH ProACT project, including implementation of the NigQUAL initiative at MSH supported health facilities.
  • Work with field based clinical team to provide technical assistance to public and private sector facilities to periodically measure and improve the quality of HIV related care.
  • Assure consistency of HIV care and treatment services in supported sites as per established national guidelines as HIV services are decentralized to lower levels.
  • Assist with the technical management and roll out of the NigQUAL initiative at national and sub national levels.
  • Work with the Senior Clinical Advisor in the development and tracking of clinical quality indicators based upon national practice guidelines and priorities.
  • Work with the senior Clinical Advisor to develop quarterly QI work plans and technical reports.
  • Periodically visit State Management Teams and hospital ART committees to provide TA on facility level QI activities.
  • Spearhead capacity building on HIV related Quality improvement (QI) for healthcare workers.
  • Work with field based clinical teams to provide on-site QI consultations and coaching to supported health facilities using information gathered during assessments, so that results are used to effect changes in HIV clinic practice.
  • Represent MSH ProACT at QI technical working groups meetings hosted by the USG or Ministry of health, National AIDS and STI Control Program (NASCP)
  • Generate quarterly QI bulletins on MSH ProACT project quality improvement activities and initiatives
  • Work with ProACT senior management to document and publish best practices.
Accountability:
  • Supervision: Works independently with authority from the Project Director, within strategy and policy guidelines.
  • Decision Making: Makes decisions with regards to work responsibilities and is accountable for them.
  • Responsibility over data or information: Has access to information within project, and is responsible for analysis of QI data.
Qualifications
  • Medical Degree (MD) and appropriate licenses and registration with Nigerian Medical and Dental Council.
  • At least 3 years experience with HIV/AIDS care and treatment programs supported by bilateral agencies such as USAID/CDC and international agencies such as WHO and World Bank preferred.
  • A graduate degree in public health will be an added advantage.
  • Prior experience with coordinating HIV quality improvement initiatives
  • Excellent grasp of quality improvement issues and current literature on HIV quality improvement
  • Experience in developing country health care programs.
  • Excellent oral and written communication skills and fluency in English.
  • Team player with demonstrated ability to produce quality results in a timely manner
  • Ability to work independently with strong problem-solving skills and ability to foresee problems and initiate appropriate action;
  • Strong working competency in computer applications to carry out statistical analysis as required;
  • Willingness to travel to the field as may be required.
