The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

Job Description

Role and responsibilities
  • The purpose of the Technical Assistant position is day to day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.
Generic responsibilities (max 10):
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Supporting the Global Outputs Reporting System (GORS) for Maiduguri
  • 5/4/3Ws
  • Introducing and managing a complaints handling mechanism
  • Carry out regular project monitoring, spot checks and reports
Specific responsibilities:
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
  • Assisting Programme staff to develop baseline and endline data collecting tools for each project site in the Programme
  • Monitoring Programme activities and carrying out quality assurance spot checks on each project site
  • Support NRC assessments
  • Initiation and implementation of a complaints handling mechanism
  • Development of case studies to capture qualitative outputs of the project
  • Working with Programme staff to design and adopt reporting formats required by the NRC system (GORS).
  • Prepare periodic progress reports and other documents as required
  • Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
  • Finance, Logistics and HR/Admin departments
  • Programme staff
Scale and Scope of Position
  • Staff: Numbers and titles of staff directly managed by the post holder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit (e.g. 5 project officers and 2 education assistants, 34 staff in total)
  • Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies)
  • Budgets: List of budgets covered by post holder, and size of budget
  • Information: Brief description of the information resources the post holder is responsible for at CO level (e.g. GORS, Agresso, Webcruiter, Intranet)
  • Legal or compliance: Brief description of any legal or compliance responsibility the post holder has (term of employment, vendors, donors).
Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:
  • Professional competencies
  • These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies
  • Minimum 2 years' experience from working in a humanitarian/recovery context with at least one year in Monitoring & Evaluation
  • Degree or Higher Diploma in a relevant field such as Statistics, Applied Science, Development studies etc.
  • Experience with surveys, studies, data entry, management and analysis is a must.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Managing resources to optimize results
  • High-level competency in computer skills (data analysis softwares e.g. SPSS, or similar)
  • Fluency in English, both written and verbal
  • Fluency in one or more of the national/regional languages is a must
