Background/Project Objectives
- NEWMAP supports State-led interventions to prevent and reverse land degradation, focusing on major gully erosion sites that threaten infrastructure, livelihoods, and environmental assets. The Project has four components summarized below: (1) Erosion and Watershed Management Infrastructure Investments; (2) Erosion and Watershed Management Institutions and Information Services; (3) Climate Change Response; and (4) Project Management.
- The eight-year NEWMAP is financed by an International Development Association (IDA) credit of US$500 million, in addition to fully blended grants of US$3.96 million from the Global Environment Facility (GEF) and US$4.63 million from the Special Climate Change (SCCF) Fund. The Project Development Objective (PDO) of NEWMAP is to reduce vulnerability to soil erosion in targeted sub-watersheds.
- The project is mainly State-led interventions to prevent and reverse land degradation, focusing on major gully erosion sites that threaten infrastructure, livelihoods, and environmental assets.
- The Federal Project Management Unit (FPMU) of the Nigeria Erosion and Watershed Management Project intends to apply a portion of the credit for eligible payments for the Consulting Services.
Role of the Proposed Expert Advisor:
- Overall, the expert advisor will be a national technical expert, grounded on climate change processes and pre-qualified by the FPMU.
- He/she shall be hired on contract and paid on a fee-for service bases.
- His/her overall assignment will be to promote tasks delivery in component 3 and enhance quality technical implementation and supervision of restructured component 3.
Specific Assignments
- Works under contract and reports to the NPC through the Climate Change Specialist (CCS);
- In coordination with the CCS work with the PMUs PMUs as needed. He/she will also support other MDA stakeholders to build relationships with other corporate or regional teams, opinion informers and central government;
- Provides expert input to FPMU efforts and activities with respect to Component 3 - climate change response as may be needed or demanded by any specific PMU or partner MDA;
- Reviews proposed component 3 activities and designs as the case may be;
- Advises the Steering and Technical Committees on key issues;
- Performs any other relevant duties as reasonably required by the FPMU, and particularly the CCS:
- Guide the development of Low carbon demonstration projects;
- Provide guidance on the GHG inventory and accounting and accounting
- Work on Climate Financing activities such as the Green Bond etc.
Qualifications and Experience
- He/she shall have up to 10 years' experience on climate change studies and processes;
- Must have led in the development and implementation of at least 3 climate change adaptation related activities;
- Must have partaken in the development or review of any environmental related policy document; and
- Must have a minimum academic qualification of a Ph.D.
