Background
In October 1, 2018, Plan International received funding from BMZ for the implementation of a multisector recovery program focusing on the provision of holistic Livelihood, Education, Nutrition and Protection services to IDPs, returnees and host community members in 2 Local Government Areas in Adamawa (Michika: Kudzum, Delichi, Watu, Bazza, Vi, Warambugge, Bororo, Waranke, Ku-burushosho, Yamwe) and Borno (Askira Uba: Sabon-Gari, Tampul, Giwi, Wamdeo and Koheli) states. The project is aimed at “Enhancing the living conditions of the population groups affected by the conflict in the states of Adamawa and Borno by securing their livelihood and reconstructing the basic social services’’.

With the help of the local project partner CPPLI, children and young people become part of a practice-oriented learning and empowerment process. This will strengthen them and, by acquiring new skills, enable them to overcome harmful behavior patterns. In particular, competences should be acquired with regard to prevention and combat-ting harmful behavior like gender-specific violence, violence, abuse, exploitation and neglect. Plan International will support the establishment of 7 school clubs and 15 afternoon clubs (for girls). Working with the 7 school clubs ensures that protection issues are discussed within the clubs in the schools. The afternoon clubs, the aim of which is to reach girls (incl. girls who do not attend school), ensure that the topics are also communicated to the age group outside of school.

The project plans to create 7 children's clubs, each with 20 members, of which 50% are boys and 50% are girls. 14 teachers - two per school - (7 female teachers and 7 male teachers) are trained as supervisors / caregivers to ensure the care of children's clubs by an adult. Kids club members receive a 10-day training on the role of children's clubs and life skills (making decisions, communicating, sexual and reproductive health, good hygiene habits). Club members are encouraged to share their newly acquired knowledge with other children in the schools through activities such as poetry, music, dance and theater.

Purpose/Objectives of the Consultancy
  • The overall objective of the assignment is to conduct a training needs assessment, prioritize training thematic areas, review available training material, develop training materials conducting training to 7 children clubs in schools and 15 after school clubs.
  • The materials and training manual will include a trainer manual and trainee manuals, which will ensure gender sensitivity, child friendly approaches, responsiveness to citizens, and compliance with ethics and principles of GBV and child protection concerns.
  • These material are intended to provide practice direction and operational tool for running the activities of the clubs and training of teachers and the members of the clubs.
  • The training material shall be in English with appropriate illustrations for easy reference, putting into consideration its target users.
Scope of Work
The scope of work for the consultant are to:
  • Conduct Training Needs Assessment and compile report of 25% sample of children clubs in school and after school;
  • Prioritize Training thematic areas with the consultation of project team, head teachers and Education Officials of state government.
  • Review of available training manuals and customize it as per Nigeria context
  • Develop trainer and trainees’ manuals for school and after school clubs
  • Develop Training Plan and Training Session notes for the Plan International team and conduct some sessions of the training
  • Produce operational manual for the kid’s club activities
Main Deliverables
The Consultant will be responsible to deliver following:
  • Training Needs Assessment Report
  • Trainer and Trainee Manuals for the training on school and after school children clubs
  • Training Plan and Training Session notes for the Training
  • Operational manual for the kid’s club activities in and after school
  • Consultancy Report.
Expertise Requirements
The following attributes are required for the selection of the applicant:
  • Postgraduate qualifications in Education and a discipline relevant to this assignment with a minimum of five years’ work experience on primary education.
  • Competence and experience in developing training manuals for relevant government ministries and INGOs,
  • Knowledge and experience in capacity building for teachers and trainers,
  • Proficiency in English, and
  • Excellent report writing skills.
Requirements

  • A cover letter: A short (maximum three pages) letter addressing the ToR.
  • Technical Proposal: A brief explanation about the applicant with particular emphasis on the previous experience in related areas; profile of the applicant and curriculum vitae, understanding of the ToR and task to be accomplished.
  • Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees.
Duration of Consultancy:
  • The consultancy work is expected to commenced 15th June, 2019 to end 6th July, 2019.

The potential consultant should:

  • A team from Plan International Nigeria will score the documentations provided by the potential consultant based on their technical “know how” and expected fee on the basis of 75% and 25% respectively.
