We are seeking competent personnel to fill the under listed position for the DFID - Nigerian Maternal, Newborn, and Child Health (MNCH2) Programme.

Description
  • The objective of the programme is to achieve effective and efficient delivery of essential health care for pregnant women, newborns and children, alongside routine immunisation.
  • The programme will strengthen health system coordination through improved health sector planning and financing, and will increase demand for and access to high quality health services.
  • This position require that candidates: have familiarity with the political, social, economic and cultural context of working in Nigeria; have the ability and willingness to travel In-county; and are fluent in English.
Job Purpose:
  • The State Service Delivery and QI Manager provides technical leadership to Pathfinder's Nigeria MNCH2 service delivery team in State, improving scale-up/delivery of clinical activities and targeting the most at-risk populations.
  • S/he works closely with NGOs and CBOs, government officials, and the community.
  • S/he supervises the service delivery team in State, and liaises with outreach programs teams to ensure linkages of clinical and community services.
  • The State Service Delivery and QI Manager is responsible for developing a strategy for QI, for implementing the strategy in State, and for monitoring its effectiveness under the Nigeria MNCH2 programme.
  • S/he leads QI efforts at the State level in developing and implementing plans for assessing quality of care and capacity building needs for the Pathfinder Nigeria MNCH2 team's quality improvement activities.
Responsibilities
  • Leads the development and implementation of strategies for improving the access of communities to clinical services and information.
  • Prepares work plans, training programs and budget and quarterly reports.
  • Provides technical guidance for planning, implementing, monitoring and evaluating program activities for the accomplishment of project objectives.
  • Assists the Director of Service Delivery overseeing the development, successful implementation, and monitoring of project's QI strategies.
  • Assists in the development of the project's QI annual work plan and budget.
  • Develops and maintains a cohesive and effective service delivery team.
  • Liaises with the outreach programs teams to ensure linkages of clinical and community services
  • Monitors progress to ensure that goals and objectives are achieved.
  • Initiates and nurtures partnerships with new and existing stakeholders/partners.
  • Manages close collaborative relationships with relevant government ministries, particularly at the State level.
  • Promotes collaboration with selected civil society and government counterparts.
  • Supports the establishment and expansion of innovative and effective interventions among most-at-risk groups and in high transmission areas.
  • Supports the preparation of quarterly and annual progress reports.
  • Other responsibilities as assigned by the Director of Service Delivery and the State Team Leader.
Qualifications
  • Medical Degree (doctor or nursing) or Master's degree in Public Health.
  • Minimum of 4 years of relevant professional experience in service delivery project implementation, and Monitoring and Evaluation.
  • At least 3 years of experience in designing QI plans and implementing process for health programs.
  • In depth knowledge of health program strategies and indicators.
  • Knowledge of Nigeria health system and indicators.
  • Team-focused with the ability to facilitate strong working relationships between partners, NGOs and CBOs, government officials, and the community.
  • Strong organizational and administrative skills.
  • Excellent verbal, written, and interpersonal communication skills, including report writing and workshop facilitation.
  • Fluency in English required.
  • Ability and willingness to travel In-county.
  • Familiarity with the political, social, economic and cultural context of working in Nigeria, particularly in Yobe.
