Overview
  • The Key role of the Zonal Consultant is to provide hands-on guidance to the State Ministry of Health (SMOH), partners, and other stakeholders within the assigned zones. S/he will lead a team of consultants in strengthening the Logistics Management Coordination Units (LMCUs) and related supply chain systems across supported States and LGAs in the assigned zones.
  • In Addition, the consultant will help to build capacity of State LMCU in the assigned zones to collect, report and analyze logistic data, to routinely determine and report all risks and issues at health facilities within the state.
Specific Responsibilities
  • In collaboration with the NPSCMP and with support from the RSSH Grant PR, lead a team of consultants in the States within the assigned zones to strengthen the LMCU for effective PSM leadership and coordination of supply chain implementation across health programs
  • Support state LMCUs to ensure all active facilities within the zones are on the NHLMIS platform
  • Collaborate with the leadership of State ministries of health and partners within each zone to improve supply chain performance and build capacities with a focus on integration across the critical SCM components of health programs including LMIS, capacity building for personnel inventory management, etc
  • Support LMCU in cluster States in the development, monitoring and review of work plan for supply chain activities in conjunction with government and partners.
  • Support the LMCU in States within the assigned zone to ensure complete roll out of the NHLMIS for data collection, collation, analysis, dissemination for informed decision making by program managers across all levels
  • Working with the zonal DPS and zonal LMCU coordinator, coordinate the long haul distribution of products from the zonal hubs to the health facilities and support 3-PL performance management for quality service delivery
  • Ensure adequate monitoring of zonal warehouses for optimal inventory management and resource utilization under standard pharmaceutical warehousing practices
  • Coordinate the monitoring, tracking and documentation of supply chain performance matrices in line with the national integrated monitoring & supervision framework at State and LGA levels
  • Support State LMCUs within assigned zones in the development and maintenance of a logistics data repository that will serve as a ready resource of accurate and timely State level logistics data for all health programs
  • Coordinate the zonal routine updates and progress updates, share updates and provide feedback to State Logistics consultants
  • Support the coordination of zonal supply chain meetings and report meeting outcomes including following up on action point to ensure performance improvement
  • Participate in other State and zonal supply chain or related meetings as appropriate
  • Coordinate assessments and identify opportunities to drive supply chain improvement within regional States
  • Responsible for the performance management of the State LMCU consultants within assigned zone
  • Perform any other duties as assigned
Qualifications and Experience
  • Bachelor's Degree in Pharmacy, and Logistics, Medical Laboratory Sciences, Logistics Management or other health related degree
  • Minimum of 6 years  working experience in health programs and/or supply-chain industry, preferably in supply chain management for medical supplies
  • Experience in logistics management of HIV, TB and malaria commodities,
  • Strong leadership and people’s skills to use different advocacy tools to strengthen the supply chain system,
  • Demonstrable evidence of ability to transfer skills
  • Professional training in Supply Chain Management or related fields is a requirement.
  • Knowledge of Microsoft office package (such as excel, word, and PowerPoint) and internet proficiency,
