Job Title: Media Consultants for Conduct of Media Owners/Editors Forums

Location :    Abuja, NIGERIA

Background
Nigeria has a vibrant media which has been in existence for 150 years. There are public and private or independent media institutions operating in Nigeria cutting across both print and electronic platforms. Nigerian media as the Fourth Estate of the realm has a key role to play in educating and informing Nigerian electorates on the electoral process, legal regimes for elections, party and candidate campaigns, voter registration, imperative of violence-free polls, promotion of transparency and accountability in government and generally ensuring that Nigerian populace are kept abreast of happenings in the country, especially in the electoral process.
 
Nigeria’s next general elections are due in April 2011. The Media has a key role in ensuring that citizens participate in the electoral process and that its outcomes are credible and acceptable to the generality of the populace. In a bid to strengthen the effectiveness of mass media in promoting balanced, conflict sensitive reporting, a well informed citizenry, citizen engagement and accountability of public representatives and institutions, the Programme Management Unit requests the expertise of three (3) Media Consultants to facilitate nine Editors Forums in Lagos, Abuja and Port Harcourt in February, March, and April 2011.

Summary of key functions
  • To assist the DGD in the conduct of nine editions of monthly editors forums in Lagos, Abuja and Port Harcourt on electoral processes for the 2011 Elections in February, March and April.
Functions/ Expected Results
  • To assist DGD PMU design and organize a framework for coordinating nine editors forums in Lagos, Abuja and Port Harcourt in February, March and April 2011.
  • To network with the Nigerian Guild of Editors and ensure strategic participation of senior editors of visible print and electronic media organizations from the Northern and Southern zones of Nigeria.
  • To maximize participants’ comprehension of key media issues in relation to January 2011 elections and coordinate active engagement of the group in discussing, raising issues, drawing conclusions, etc.
  • To engage participants on issues of balanced, conflict sensitive and gender aware reporting.
  • To harmonise participant editors commitments on ethical political and election reporting from their various organizations.
  • To sensitize media owners through the editors on balanced and equitable election reporting.
  • To solicit feedback from meeting participants through informal and formal means to gauge reactions of participants.
  • To write-up report on information and outputs from the meeting.
  • To monitor output of the Editors Forum in the quality of news from organizations of the participant editors
  • Identify performance matrix, plan and conduct evaluation of workshop(s).
 
Deliverables
  • An increased understanding and commitment by participants editors on the need for balanced, conflict sensitive reporting in their different media.
  • An increased understanding by participant editors of the strategic role of Nigerian media in promoting democratic values and processes, towards peaceful, credible outcomes of the April 2011 elections. 
  • Improved balanced and conflict sensitive election news reporting in Nigeria’s print and electronic media.
Report
  • Develop a detailed report of the meeting which should include clear ideas and a clear road map for follow-up activities.
Supervision
  • The Project Director of DGD will provide strategic guidance for the consultant in the discharge of the assignment while monitoring and supervision will be carried out by relevant programme staff members.
Payment Modality
  • 15% on signing of contract, 60% after a set of 3 workshops and 25% after submission of final report.

Required Skills and Experience

  • A lead facilitator who is a media and communications expert with extensive experience in report writing of media based meetings and workshops with a clear understanding of the role of the media in strengthening democratic processes.
  • A minimum of a Master degree in the field of Communication, Media studies or other social science related subject.
  • A minimum of 10 years of functionally related professional experience in print or electronic media.
  • Previous experience in facilitating media workshops and meetings.
  • Knowledge of the key electoral issues, democracy, institutional expectations of media.
  • Knowledge of gender dimensions of electoral processes and broader democratic development.
  • Fluency in English, both written and spoken.
