Job Description
  • The Site Manager, Business Administration (SMBA) is jointly responsible with the General Site Manager (GSM) in accordance with Process Procedure P03-D002 for the cost and budgeting of on-site order implementation and, within the scope of his or her Project Management duties, for overall project financial results.
  •  The SMBA is authorized to issue instructions and make decisions concerning commercial execution of project activities on site.
  • The SMBA is responsible for project commercial execution on site, such as commercial terms & conditions, invoicing and accounting, rendering of payments, financing and local tax issues as well as claims and damage management. He or she reports directly to the Project Commercial Manager.
Responsibilities
General, superordinate tasks and duties (within his or her own scope of responsibility):
  • Ensure compliance with the environmental, fire protection and occupational health & safety regulations.
  • Ensure definition of and compliance with the requirements governing quality, time schedules (deadlines) and costs.
  • Ensure compliance with the data protection and information security requirements governing e.g. personnel data, design calculations, costings and proposals (bids).
  • Ensure experience and information feedback (via e.g. CAPA and PCM).
  • Maintain and update the List of Open Points (WeB LOP).
  • Provide support for project site-specific reporting (e.g. daily, weekly and monthly reports).
Further important tasks and duties of the Site Manager Business Administration:
  • Commercial processing of contracts with customers/owners consortium partners and (sub)contractors at the project site.
  • Advance, foresighted controlling of on-site activities and related costs.
  • Conducting project concurrent cost accounting of the 9000-series items jointly with the GSM for on-site order implementation.
  • Costing and price determination for billings to the customer/owner and/or contractors.
  • Cooperation with the Project Commercial Manager and, if a project office has been established, with the project office commercial manager and/or Siemens regional or national entity.
  • Commercial processing as per Process Manual No. 8 in conjunction with the “Guidelines for Site Managers Business Administration”
  • Implementation of the tasks allocated to the SMBA within the scope of the project crisis management plan.
  • Establishment and management of the site administration office (setup of site support facilities and subsequent demobilization, office operations, staff living accommodations and transportation concept, camp administration), hiring and management of local commercial and administrative site personnel as well as stores personnel.
  • Planning the financial needs of the project site; invoicing of billable items to the customer/owner and third parties.
  • Coordination of and provision of support work for contract and claims management in accordance with Process Procedure P03-022.
  • Conducting bookkeeping for site company offices as permanent establishment giving due consideration to local legislation.
  • Cooperation with the customer/owner and regulatory authorities.
  • Cooperation with the national/regional unit or representative with respect to visa-related issues; procurement of work and residency permits, support for processing of personal taxes and social security payments in the project country.
  • Local procurement (supply management) of personnel and materials.
  • Handling at the project site of claims for damage incurred during transport and erection and related support work for the Project Commercial Manager.
  • Application of IT tools such as CoSiMa/EXACT, CLAMATO (if no Contract Manager assigned), SAP (Cats) and KANLOG.
  • Ensuring compliance with the requirements, regulations and procedures governing environmental protection and occupational health & safety within the defined scope of responsibility.
