Job Description
  • Site Management is the on-site team of delegated managerial staff members charged with on-site project execution (Order Implementation) under the direction of the General Site Manager.
  • The General Site Manager is responsible for the financial results of on-site Order Implementation activities and, within the scope of his or her Project Management tasks as per Process Procedure P03-D002, for overall project results.
  • The General Site Manager is authorized to issue instructions and take decisions concerning project operational business handled on site and for all staff members active at the project site (house rules). This also includes staff that have been delegated to site by back offices other than that of the "Project Site Execution" unit.
Responsibilities
  • General, superordinate tasks and duties:
  • Issue and ensure compliance with the environmental, fire protection and occupational health & safety regulations.
  • Ensure definition of and compliance with the requirements governing quality, time schedules (deadlines) and costs.
  • Ensure compliance with the data protection and information security requirements governing e.g. personnel data, design calculations, costings and proposals (bids).
  • Ensure experience and information feedback (via e.g. CAPA and PCM).
  • Introduce and ensure updating of the List of Open Points (WeB LOP).
  • Ensure preparation of project site-specific reporting (e.g. daily, weekly and monthly reports).
Further important tasks and duties of the General Site Manager include:
  • Organize the project site in line with project execution requirements.
  • Within the framework of his or her scope of responsibility, the General Site Manager 1) delegates partial scopes of competence and responsibility to the following positions: Construction Manager, Commissioning Manager, Site Managers for the civil, mechanical and electrical/I&C work packages
  • Site Commissioning Managers for mechanical and electrical/I&C commissioning
  • Site Manager Business Administration.
  • The basic 'countersignature' principle of common responsibility, i.e. that two persons (technical and commercial) share responsibility for performing or checking a given task, is retained within Site Lead Management as well, and cannot be overruled by the General Site Manager by virtue of his or her authorized competence regarding issuance of instructions. If the General Site Manager and Business Administration Manager are unable to achieve agreement in any particular case, the regionally responsible subsegment manager of the Project Site Execution Business Segment and the business administration manager of the Project Site Execution Business Segment form the next higher, i.e. superior decision-making level.
  • The General Site Manager and Site Manager Business Administration are jointly responsible for the costs of on-site project execution and for conducting project concurrent cost accounting.
  • Ensures performance of all construction, erection, installation and commissioning services to be executed in accordance with contractual specifications by contractors mandated by Siemens Energy and other Siemens entities, and provides superordinate coordination of these services; the WeB LOP shall be generated and maintained starting no later than 8 months prior to PAC; walkdowns together with the customer/owner and (sub)suppliers, serve to jointly identify residual, open points; ensures that solutions are clearly defined and accepted by the customer/owner and (sub)suppliers.
  • Ensures risk and opportunity management at site jointly with the Site Manager Business Administration.
  • Coordinates supplies and services executed by other Siemens units and/or Siemens regional companies with respect to interdependencies in cases in which such work can affect our contractual execution technically, economically or with respect to meeting specified time schedules; the same applies for cases in which such supplies or services are performed outside the project site perimeter and are ordered by way of a separate contract concluded with the customer/owner.
  • Determines site rules & regulations and procedures governing thesequence, safety and security of on-site operations; introduction of a permit-to-work procedure.
  • Directs crisis, contract and claims management.
  • Hires local personnel jointly with the Site Manager Business Administration.
