Project Overview and Role
  • The Integrated Health Project (IHP) aims to strengthen local capacity and systems to contribute to reductions in child and maternal morbidity and mortality in target states, and to increase the capacity of health systems (public and private) to sustainably support quality primary healthcare.
  • IHP is looking for a Child Health, Malaria, Nutrition Consultant to provide Clinical/Programmatic Advisory Services to the Child Health Portfolio for State Level Programming and Federal level advocacy support to the IHP team and Federal level support to advance country guidance, frameworks, policies affecting Child Health, Nutrition and Malaria.
Responsibilities
  • Clinical/Programmatic Advisory Services to the Child Health Portfolio for State Level Programming (Sokoto, Kebbi, Bauchi State)
  • Clinical Review of Integrated Management of Childhood Illness training curricula, material and job aides, including  Low Dose high Frequency training modules, mobile curricula and job aides for clinical competency against WHO standards for child health (special attention to febrile and respiratory illness assessment/diagnosis, clinical nutrition guidelines for malnourished children who do not have access to UNICEF-supported CMAM).
  • Support Immunization planning/micro-planning. Support IHP to work with government to systematically address ways to expand coverage of immunization services throughout Kebbi, Sokoto and Bauchi
  • This includes understanding root cause of poor coverage (systemic, supplies, funding, coordination, planning) and supply side barriers and developing a solution to get past these bottlenecks to advance immunization levels via support to the PHCs, LGHA and State coordination committees
  • Provide input on development of m-Health solutions for immunization (alerting caregivers).
  • Provide support to implementation of child health, malaria, nutrition, immunization and IMCI service provision.
  • Mentor staff in Abuja and Northern Nigeria States remotely through 1-2 visits.
  • Federal level advocacy (Abuja) to support the IHP team and the Federal Level to advance country guidance, frameworks, policies affecting child health, nutrition, malaria
  • Provide guidance to FMOH on WHO Child Health and Adolescent Health Standards/what this means for current child health protocols in country
  • National advocacy for immunization (12+ month catch up)
  • Review of other clinical guidelines that may arise in FY20
Estimated Level of Effort:
  • 34 days or 272 hours between October 1 – 2019; October 1-2020
Travel to Nigeria:
  • We anticipate up to 2 trips (2 weeks each), depending on the mutual agreement between the consultant, the program and needs of the project.
Requirements
  • Advanced relevant Degree Clinician (MD, Nurse Practitioner), and/or PhD
  • 15+ years senior level managing global child health programs
  • Demonstrated expertise accelerated progress on immunization planning, coordination, clinical competency, as well as other child health areas (nutrition, malaria)
  • Abreast with WHO and global evidence-base around child health, nutrition, malaria, nutrition IMCI, immunization programs, recommendations
  • Demonstrated blend of programmatic expertise, plus knowledge translating global and regional best practice into practice at a sub-national level in targeted USAID MNCH/RH priority country contexts
  • Demonstrated success providing mentoring, guidance and technical assistance and clinical programmatic/policy guidance to ministries of health, international staff at national/sub-national levels.
