John Snow, Inc. (JSI) is a US based international public health firm managing supply chain management related projects through its integrated offices in Abuja, Nigeria. JSI is implementing the USAID | DELIVER PROJECT, a technical assistance project funded by USAID to increase the availability of essential health supplies through procurement services and strengthening supply chains in developing countries. JSI also implements the Supply Chains Management System (SCMS) contract for the US Government as part of the US Presidents Emergency Plan for AIDS Relief. The USAID | DELIVER PROJECT works in malaria. The USAID | DELIVER Task Order 7 has been providing technical assistance and support in malaria commodities management procurement, storage, last mile distribution, collation/aggregation of malaria commodities logistics data and Long Lasting Insecticide-treated Nets (LLINs) mass replacement campaign and Logistics Management Information System (LMIS) to the National Malaria Elimination Program (NMEP) and the States Ministry of Health (SMOH).

At the National level, the project supports NMEP in health systems strengthening specifically in the areas of procurement and supply chain management, quantification, development, use and application of the Malaria Commodity Logistics System (MCLS) tool in tracking and monitoring of malaria commodities consumption and inventory level. The project works in close collaboration and coordination with NMEP and international partners, including the non-governmental and private sectors. At the state level the project works very closely with Targeted States High Impact Project (TSFIIP) and the Malaria Action Program for States Project (MAPS) in the warehousing, storage and development of malaria commodities distribution plan, last mile distribution and inventory management system at both the state and health facilities level. The project also is involved in developing the capacity of health personnel in the management of malaria commodities and providing support supervisory visits on regular basis to the health facilities.

The USAID | DELIVER PROJECT is seeking to fill the underlisted positions. Under the guidance of the Deputy Chief of Party and direct supervision of Director Malaria, the successful candidates will work with other Logistics Advisors to manage malaria and related health commodities logistics activities implemented by JSI. They will be required to work as team members with other program areas.

Key Responsibilities
  • Support Task Order 7 leadership in the development of technical strategies of in-country technical assistance to NMEP and Roll Back Malaria partners.
  • Support coordination between USAID | DELIVER PROJECT, the Government of Nigeria (GON), and President’s Malaria Initiative (PMI) implementing partners to develop and implement supply chain strategies and provide appropriate non-duplicative services that will ensure reliable procurement and distribution of essential malaria medicines and related commodities.
  • Work closely with JSI Nigeria management and country project leadership in managing relationships and maintaining routine communications with NMEP, PMI partners, and all other related stakeholders to support the integration of various technical areas of the project and making the most effective and efficient use of project resources.
  • Assist in the coordination and harmonization of team efforts in program execution, management, supervision as well as provide technical input into the design and implementation or assessment of routine malaria commodity supply chains.
  • Provide adequate oversight towards the strengthening of the MCLS tool for the generation of quality and reliable data that will inform programmatic decisions.
  • Participate in developing training curricula and in training federal and state level malaria control program and logistics officers implementing and monitoring adherence to the Standard Operating Procedures (SOPs).
  • Work with other advisors and short-term technical assistance (STTA) providers to support annual national quantification and procurement planning of commodities for malaria control, as well as facilitate transfer of skills to appropriate staff.
  • 8. Facilitate planning and implementation of operations research and knowledge management efforts relating to malaria commodities (ACTs, RDTs, and LLINs) by JSI.
  • Perform any other duties as may be assigned.
Minimum Skills/Knowledge and Qualifications
  • Advanced clinical degree or a Master’s degree in public health, pharmacy, logistics management with 5-7 years of professional experience in health programs, preferably in health care supply chain management or
  • A clinical/first degree in public health, pharmacy, logistics management with over 7 years of professional experience in health programs, preferably in health care supply chain management.
  • Multi-skilled with experience in malaria, HIV/AIDS, or TB programs strongly desired.
  • Experience in managing public health programs or projects in a developing country will be an added advantage.
  • Ability to monitor, supervise and build capacity in health service programs.
  • Extensive knowledge of the Nigeria public health sector.
  • Strong analytical and problem solving skills.
  • Excellent technical writing and oral presentation skills are highly desired.
  • Ability to work as part of a team arid to be self-manage.
  • Knowledge of Microsoft Office including Word, Excel, and PowerPoint.
  • Ability and willingness to travel to various parts of the country.
