We are recruiting to fill the position of:

Job Title: Community Liaison Officer - (INGO Forum)

The Community Liaison Officer reports to the Access Advisor (NIF)

Duties and Responsibilities

  • Adherence with NRC policies, tools, handbooks and guidelines
  • Establish and strengthen relationships with communities and specific individuals to support INGOs and Government partners to build stronger community engagement and feedback mechanisms
  • Facilitate the establishment and maintenance of communication with the key stakeholders in the AOR and support established mechanisms to resolve operational issues and ensure the appropriate mutual exchange of information regarding ongoing relevant activities.
  • Gather and verify information from the communities on issues affecting them through the working groups and alternate avenues, emphasizing opportunities to tailor the response according to needs on the ground
  • Develop a clear and concise method of providing this information on a regular basis to the Access Working Group and AAP Working group linked to engagement with traditional authorities, communities and religious leaders.
  • Establish and maintain working relations with local authorities and communities
  • Directly supervise Community Mobilisers under his/her responsibility and ensure compliance with timelines, deadlines, and quality standards and SOPs
  • Establish and maintain a contact network with other UN Agencies or Mission-based personnel who are responsible for community engagement relations as well as NGO focal points for community engagement and Access coordination in the AOR
  • Support the production of timely reports on humanitarian access trends in NE linked with engagement with traditional authorities, communities and religious leaders.
  • Stay informed on security contexts, while providing structured updates to the INGO Forum as it relates to community engagement, access and acceptance regionally and nationally.
  • Ensure attention to special protection issues that arise with the project; particularly those involving vulnerable groups, sensitive topics, protection of sources and confidential data
  • Help organize and facilitate workshops and other capacity development, as necessary.
  • Ensure compliance with donor and host agency (in this case, NRC) regulations
  • Ensure compliance with security procedures and policies as determined by country leadership.

Qualifications

  • Experience working in the military or security agencies
  • University Degree in Conflict and Development, Religious (Sharia) Law or related technical field.
  • Experience with developing and implementing Access and AAP related strategic objectives
  • Knowledge of the humanitarian coordination system and the mandates of the actors involved.
  • Good knowledge of the security environment and economic, socio-political dynamics in North-East Nigeria, the Lake Chad Basin and Sahel region in general
  • Written and spoken fluency in English.
  • Strong data analytical and interpretation skills.
  • Commitment to international humanitarian standards and principles.
  • Ability to work independently in a fast-paced and often demanding environment.
  • Exceptional interpersonal skills and experience in a humanitarian setting

We Can Offer

  • Commencement: March 2020
  • Duration: 10 months (One-year renewal)
  • Salary/benefits: According to NRC’s general directions of grade level 5 step 1
  • Duty station: Maiduguri, with frequent travels. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area.
