Overview

  • The US President's Malaria Initiative for States (PMI-S) Project is a USAID- funded project implemented by Management Sciences for Health (MSH) and consortium partners Thinkwell, Banyan Global and the Nigeria Interfaith Action Association (NIFAA).
  • The project supports the Nigeria National Malaria Elimination Program’s vision of “a malaria-free Nigeria”, and the PMI 2015–2020 goal of reducing malaria-associated mortality by reducing the incidence of severe malaria and associated complications.
  • The project works collaboratively with Breakthrough ACTION Nigeria (BA-N), the Global Health Supply Chain-Procurement Supply Management (GHSC-PSM), and the Walter Reed Army Institute of Research (WRAIR) to ensure delivery of a comprehensive package of malaria interventions.
  • Through various task orders, PMI-S will work at the federal and state levels to support Nigeria’s malaria elimination efforts.
  • Under TO3, the project will strengthen the SME systems at the state level as necessary and provide technical assistance to SMEPs and other state actors by providing appropriate mentoring to SME personnel at the SMOH, SPHCDA, SMEP and LGA levels in assuring quality of data collected; and in the analysis, presentation, interpretation, and use of data to make decisions.
  • The ongoing recruitment of a substantive Senior M&E Advisor, and the COVID19 pandemic limiting MSH home office travel have affected implementation of critical SME functions.  The project seeks to recruit a short-term consultant to cover selected critical program SME activities.

Specific Responsibilities
Consultancy Objective:

  • The objective of this consultancy is to support the TO3 baseline analysis report (BAR) process; and support state data analytics.

Activities:

  • Develop a quality assurance plan for the BAR
  • Supervise data collection processes in Akwa Ibom, Cross River, Ebonyi and Oyo States and provide regular inputs to the local consulting firm identified by PMI-S to undertake the study.
  • Review data analysis plan for BAR
  • Participate in pilot testing of data collection tools and revision of tools as applicable
  • Support the Senior SME Specialist in data analytics for presentation at SME sub-committee meetings.

Deliverables:

  • Notes from weekly meetings with local consulting firm
  • Analyzed state data and visuals
  • Reviewed data analysis plan
  • Supervision of data collection report
  • Revised data collection tools as applicable

Qualifications and Experience

  • Masters’ degree in Science, Social Science, Epidemiology, Statistics or other relevant field.
  • At least 10 years of relevant work experience in monitoring and evaluation of donor-funded public health programs; excellent understanding of SME and health systems strengthening in Nigeria
  • Experience working closely with the NMEP and SMEPs.
  • Conducted previous studies before
  • Experience establishing data quality assurance systems, proven analytical skills and ability to design data collection instruments, and analyze and interpret data. Evidence of successful implementation of quantitative, qualitative and participatory research methods.
  • Strong experience with DHIS2
  • Willingness to travel within project areas as needed.
  • Must possess excellent management, documentation, presentation, and written communication skills.
