Japan International Cooperation Agency (JICA) Nigeria Office is seeking for a professional to serve for the position of:

Job Title: Senior In-house-Consultant for Infrastructure (Transport / Urban and Regional Planning)

Location: Abuja

Type of Contract: Consultancy Service

Scope of Work
Provide senior level advisory service and leadership to ensure that the Programme team meets the highest standards in compliance with JICA corporate policy and procedures thereby contributing to JICA Nigeria Office’s strategic objectives. As part of the team, the Consultant will take lead in management of projects/programmes of the target are as as well as team’s portfolio (project cycle management including financial management). Specific duties and responsibilities are:
  • Project Management
  • As part of the Programme Team, demonstrate leadership, and commitment in all aspects of project cycle management in the concerned area;
  • Take initiative and provide advice in planning and formulation of projects/programmes;
  • Take initiative and provide advice in implementation, monitoring and evaluation of projects/programmes;
  • Collect, analyse and compile data/information in the target areas
  • Contribute to strengthening result-oriented management and increasing efficiency and effectiveness of projects/programmes
  • Contribute to intra-office discussions to elaborate cooperation strategy to Nigeria;
  • Promote coordination with other stakeholders such as Civil society, Nigerian MDA’s,
  • International Development Partners, and CSOs/NGOs;
  • Proactively resolve problems and queries, liaising with JICA colleagues, project implementers and external stakeholders as required;
  • Engage procurement of goods and service related to the projects in charge;
  • Ensure effective knowledge/sharing of information within the team.
Procedural and Financial Management
  • Ensure accountability in budget management of projects/programmes, such as monitoring disbursement, checking necessary documents and processing payments;
  • Assist project implementers to conduct financial audit and reporting in timely manner. Copied from: www.hotnigerianjobs.com
Administrative Support/Corporate Requirements
  • Proactively organize and attend meetings, workshops and other project-related events;
  • Organize appointments and confirm logistics where necessary;
  • Prepare documents for presentation, reporting and others related to the projects/programmes
  • Other administrative duties that may be assigned.
Qualifications
  • A National of Nigeria Master’s degree or equivalent in the relevant fields
  • Proven track of relevant experience for more than 10 years in Government, Development
  • Partners or CSOs/NGOs ,etc.
  • Significantly influential in policy formulation and has Network with external partners in the targeted sector (at least one followings)
  • Railway Transport, Urban Planning & Development, Regional Planning & Development
  • Extensive capacity in project management with playing key roles in the team
  • Strong communication skills to express complex ideas to and negotiate with various stakeholders
  • Excellent knowledge and operation skills of Microsoft Word, Excel and PowerPoint.
  • Ability of time management to ensure all assignments to meet deadlines;
  • Understanding of Accountability and Responsibility
  • Full compliance with JICA regulations and operating procedures;
  • Respect and sympathy with JICA’s Vision, Missions and Principles
Remuneration
The consultancy fee is about 600,000 - 800,000 Naira per month. (Negotiable, depending on experience)
