Background
  • Recurring violence in Nigeria's Middle Belt has consistently undermined the region's development. Conflict between pastoralists and farmers in the region has increasingly taken on religious overtones as Christian farmers clash with Muslim pastoralists over scarce natural resources. With funding from DFID, Mercy Corps is working to prevent and resolve conflict between pastoralists and farmers in four Middle Belt states, with an emphasis on conflicts that cross religious lines and negatively affect local livelihoods and economic growth. Our program addresses underlying drivers of community conflict by preventing the escalation of ethno-religious violence and creating incentives for government, the private sector and community members to work proactively to promote stability.
  • The importance of improved sustainability of dispute resolution through economic and natural resource initiatives cannot be over emphasized. Linking economic development to dispute resolution is one of the strongest lessons learned by Mercy Corps through years of implementing peace building programmes. In order to support the sustainability of dispute resolution agreements and prevent the emergence of new conflicts, local leaders with inputs from their community will identify and implement economic and natural resource initiatives that will address the underlying drivers of the disputes and mitigate potential impacts on agreements. Purpose / Project Description
  • Mercy Corps and partners The Pastoral Resolve (PARE) and Education as a Vaccine (EVA) are preparing to undertake technical clinics that focus on skills related to economic activity and natural resource management.
  • These clinics will bring together members of conflicting groups, primarily from farmer and pastoralist communities, and as such should address a substantial economic need-related to natural resource management-experienced by both communities. Mercy Corps seeks consultants to carry out these clinics to build upon areas of potential commonality.
  • The technical clinics are part of a suite of joint economic activities that will foster economic interdependence and promote increased collaboration related to natural resource management, and so these clinics will serve as the foundation for future economic and resource management programming in target communities. Mercy Corps along with our local partner organizations will identify partners and vendors for an ideal venue that will host and provide some logistical support towards these clinics.
  • The Consultant will work closely with Mercy Corps & and partner staff.
Consultant Objectives:
  • To carry out clinics using standard curriculum where enhanced skills in economic activity or resource management would benefit CONCUR communities, with a focus on needs that are shared between the conflicting groups. In this particular consultancy, the consultant will train selected community members to become Community Animal Health Workers (CAHWs). The clinics should enable trainees make diagnosis and undertake treatment of disease problem, keep treatment records, and assist in control and prevention. Trainers should teach trainee concepts of business skills and disease surveillance and reporting and any other area as identified as having an impact towards project goals.
Consultant Activities:
The Consultant will:
  • Train community members to become CAHWs. Such members of the community will undergo extensive training on basic veterinary clinical skills and business management.
  • The clinics module/curriculum for Community Animal Health Workers should provide preparatory support for trainees to provide further delivery of training of prospective CAHWS on basic veterinary clinical skills.
  • Such clinics should comprise of relevant modules each giving the relevant topics, objectives for topics, suitable methodology, estimated timing, materials and content outline.
Qualifications
  • The ideal consultant(s) should have extensive experience in Livestock Development & Management, Economic Development, Natural Resource Management, as well as an appreciation of related issues and challenges, in North-Central Nigeria.
Required:
  • Ability to carry out clinics in Hausa language.
  • Degree or recognized higher certification in Veterinary Medicine, Livestock Management or any other related field of specialization.
  • Past experience working closely/directly with local rural community members.
  • Ability to communicate effectively with ethnically and culturally diverse groups of people.
  • Strong writing skills is needed
  • Proven track record of implementing and or carrying out similar clinics leading towards official certification in the past (please provide evidence of prior similar trainings conducted).
  • Experience working with international nonprofit organizations, Government Ministries, Agencies, Departments, Parastatals etc.
  • Previous experience working with pastoralist communities will be an added advantage

Note: That training duration is expected to last two (2) weeks and that consultants should have a curriculum prepared due to prior experience. Please provide one day of consultant effort to review and revise curriculum to tailor to this assignment. In your cost estimate, please also include up to five total follow-up visits of one day each to sites located in target states (please present an average cost given that distances and costs of hotel will vary).
