Background

This position is located in the United Nations Office on Drugs and Crime (UNODC) Country Office in Abuja, Nigeria (CONIG). Under the overall guidance of the UNODC Representative and the direct supervision of the Project Manager/Coordinator, the National Project Officer – Criminal Justice and Multidimensional Security (NPO) will provide direct substantive inputs and support to the planning, coordination and implementation of activities aimed at strengthening criminal justice response to multidimensional security in Nigeria. S/he will work in close teaming with other colleagues within the project, to create synergy and ensure full coordination of project activities. S/he will support efforts designed to extend CONIG’s partnerships with various counterparts, including, state governments and authorities, civil society organizations, and private sector entities

Duties and Responsibilities
Criminal Justice / Multidimensional security:
  • Provide substantive and liaison support to project activities, particularly those focusing on capacity building for investigators/law enforcement and inter-agency collaboration (e.g. intelligence-investigation-prosecution).
  • Coordinate and liaise regularly on project activities planning and implementation with relevant section of UNODC Headquarters in Vienna, national partners (including designated focal points and other senior professionals), staff of UNODC field office in Nigeria, and international partners with field presence in Nigeria.
  • Ensure that all necessary information (substantive and financial) for project reports, including reports on budget expenditure, is prepared and presented to the Project Manager in a timely manner and that their quality and detail are up to standard, and where applicable, providing all the necessary support information.
  • Advise the Project Manager of local considerations and realities for proper and effective project implementation, as well as on ways to strengthen partnerships with beneficiary institutions.
  • Support the Project Manager in following-up communication with beneficiary institutions, including official letters, request for technical assistance, and the process of identification of participants and national experts, including trainers, for activities under the project.
  • Provide the necessary support to project activities, as required, and to country missions, including those developed by experts from UNODC Headquarters; and participate in missions in other countries as required.
  • Support the development, in close collaboration with beneficiary institutions and other partners, of material to support training and capacity building activities addressing criminal justice practitioners.
  • Carry out programmatic and administrative tasks necessary for the achievement of expected results of the project; provide input to related funding proposals and technical briefings.
  • Perform other duties as assigned.

Required Skills and Experience

Education:
  • Advanced university degree (Master’s degree) in law, criminology, social sciences or related fields.
Experience:
  • A minimum of 10 years of progressive responsible experience in project implementation and management is required, especially in planning/implementation of capacity building activities targeting the law enforcement and criminal justice entities in Nigeria.
  • Experience in results-based management, project monitoring, reporting and evaluation is required.
  • Good knowledge of UNODC/TPB work, including legal training tools for criminal justice practitioners would be an advantage.
  • Work experience in the United Nations System and/or the justice system in Nigeria would be an asset.
Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required; knowledge of other UN official languages is an asset.
