Job Title: Consultant to Support NPHCDA NEMCHIC in implementing the REWSBA Strategy

Location: NPHCDA Office, Abuja

Introduction / Background

  • Banyan Global leads the five-year, $19 million United States Agency for International Development (USAID)-funded Health Workforce Management (HWM) Activity in Nigeria. The HWM Activity works in Bauchi, Sokoto, Kebbi, and Ebonyi States as well as the Federal Capital Territory.
  • The HWM Activity purpose is to establish a cost‐effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas to contribute to greater health systems responsiveness and improved health outcomes, especially among women and children.
  • The HWM Activity is providing support to the National Primary Health Care Development Agency (NPCHDA) through the engagement of a Consultant who will provide technical assistance to support the implementation of the Reaching Every Ward with Skilled Birth Attendants (REWSBA) strategy and other State-specific initiatives towards improving the availability of health workforce for PHC service delivery.
  • The National Emergency Maternal and Child Health Intervention Centre (NEMCHIC) was established as a response to the poor maternal, new-born, and child health indices in Nigeria, to serve as a national coordination centre to provide oversight on Reproductive, Maternal, New-born, Child, Adolescent and Elderly Health + Nutrition (RMNCAEH + N) activities at the sub national levels. NPHCDA, through National Emergency Maternal and Child Health Intervention Center (NEMCHIC), has identified the Reach Every Ward with Skilled Birth Attendants (REWSBA) strategy as a means to address the poor maternal, new-born, and child health outcomes in the country as well as the Human Resources for Health (HRH) gaps at the Primary Health Care (PHC) level in a sustainable manner. Implementation of this strategy, leveraging on the opportunity provided by the Basic Health Care Provision Fund (BHCPF) is an important step in bridging the gap in HRH availability at the Primary Health Care facilities in the country.

Purpose

  • The purpose of the consultancy is to ensure that draft REWSBA documents are reviewed, edited and finalized for dissemination and implementation.

Scope of Work
Key responsibilities

  • Review, editing and finalization of the REWSBA implementation guideline and framework.
  • Review, editing and finalization of the REWSBA tool kit including development of additional content as may be required.
  • Development of a Power Point deck on the REWSBA Guideline.
  • Orientation of the NEMCHIC team on reviewed guideline and tool kit.

Duration

  • The duration for the consultancy is twenty (20) working days.

Deliverables

  • Finalized REWSBA guideline.
  • Finalized contents of the REWSBA tool kit.
  • Orientation meeting with the NEMCHIC team.

Required Qualifications
The prospective consultant must have the following qualifications:

  • A Master's Degree in Public Health or related fields, with at least 5 years experience in Reproductive, Maternal, and Child Health and Immunization, Community Health, or Health System Strengthening is essential.
  • Demonstrable experience in implementation of HRH interventions at the PHC level.
  • Experience working with States and/or partner agencies at the State level will be an added advantage.
  • Fluency and excellent reading and writing skills in English.
  • Excellent management and managerial skills.
  • Capacity to develop and design strategies for delivery of high impact interventions at the community level.
  • Knowledge of relevant RMNCAH+N and HRH policy documents.
  • Strong analytical mind and technical proficiency with MS words, excel, power point.
  • Competency in data management and monitoring and evaluation (M&E) including development of M&E tools.
  • Good interpersonal and relationship-building competencies, coupled with strong written and verbal communication skills.

Terms of Engagement
Period of Work:

  • This engagement is on a full-time basis for 5-working days/week from the time the Consultant accepts the terms of engagement.
