Job Title: Director, Public Partnerships and Privatization

Location: Kano

Job Description

  • The Public Private Partnership and Privatisation (PPP&P) department is responsible for the identification, facilitation, implemention and coordination of PPP activities in Kano State.
  • This department is also responsible for enabling private sector investment in state owned infrastructure by sharing risks, designing and driving innovative financing models.
  • The Director Public Private Partnership and Privatisation heads the department and oversees the overall activities of PPP&Ps in the agency.

Responsibilities

  • Act as the lead negotiator for all PPP and privatisation transactions even where they are identified and/or project managed by other Ministries, Departments and Agencies; and
  • Monitor the implementation, execution and delivery of PPP projects as contained in agreements between the State Government and respective investors
  • Assist the State building capacity for PPP project identification, evaluation, planning, execution and management
  • Establish a framework for identifying PPP&P for the Federal Government and its agencies in the investment promotion drive of the State;
  • Advise and assist the government in developing and maintaining a comprehensive and reliable database on investment opportunities for effective planning especially in areas where the State has demonstrable comparative and competitive advantages;
  • Develop and manage the PPP pipelines in Kano State

Person Specification
Qualifications and Experience:

  • First Degree in Business Administration/ Economics/ Marketing/ Social Sciences, Law or Engineering .
  • Postgraduate qualification, such as MBA with specialisation PPPs or Project Management or any related fields
  • Twelve (10) years of experience Project Management, Monitoring & Evaluation, PPPs or any related fields

Required Competencies:

  • Solid experience and demonstrated knowledge of Kano State
  • Reliability, resourcefulness and flexibility.
  • Effective analytical, research and problem-solving skills and the ability to work independently and make judgments and decisions with minimal supervision.
  • Fluency and strong communication skills in English, including ability to draft, proofread and edit correspondence.
  • Technology and systems knowledge - Exhibits excellent knowledge of Microsoft Office applications and proficiency of technology or/and systems relevant to functional area. Ability to coach less experienced staff on relevant technology and systems.
  • Institutional policies, processes, and procedures - Demonstrates relevant functional knowledge and understanding of institutional priorities, policies, operational and administrative procedures, and people. Ability to practically apply and guide others in policy application.
  • Lead and innovate - Suggests improvements to solve problems
