Project Description:Since 1998, IFES has implemented a capacity-building program in support of the professionalization of Nigerias electoral process. IFES is designing a program to further the consolidation of democracy in Nigeria through initiatives in the areas of election technical support, voter registration, and civic education.
Job Responsibilities: Provide technical assistance in identifying appropriate technologies to address the needs for identification and validation of all eligible voters as well as detection of fraudulent or multiple registrations.
Review the condition of existing voter rolls and their viability in forming the basis of a new list;
Provide technical assistance in bringing the registry up to acceptable standards;
Reviewing of forms and information flow from the point of registration to the data processing unit;
Compiling registration data into a consolidated and accurate registry;
Devising timelines and implementation plan of the voter registration project within the context of the larger electoral planning and system design;
Monitoring strategy, design of formats and analysis of the reports;
Qualifications: Should be knowledgeable about the process of registering voters in a country with minimal information, communication or transportation infrastructure.
Be familiar with appropriate information technology associated with the conduct of a registration exercise.
At least five years of relevant work experience directly related to technical assistance for electoral systems and processes.
Professional, collaborative management approach with the ability to work as a member of an interagency committee.
Demonstrated initiative and problem solving skill and results delivery.
Ability to meet deadlines.
Strong oral and written communication skills, ability to produce project reports, and fluency in English (written and spoken).
Experience living and working overseas.
Familiarity with political, economic, and social issues in Nigeria and the region and ability to work in a third world environment
Bachelors degree required; Masters degree in a related field highly desirable.
Successful candidate will be able to demonstrate maturity, sound judgment, cultural sensitivity and diplomatic tact.
