Mobilising for Development (M4D) is a DFID-supported programme that aims to support local governance and service delivery. It will also leverage Nigeria's MDG Conditional Grant Scheme (CGS) to scale tip technical arid capacity support for local government authorities (LGAs) and local-level community-based organizations (CBOs) and stakeholders M4D is especially interested in working to Support innovative approaches and increased access to services for socially excluded groups and will cover both demand arid supply-side governance reform. M4D works in three states - Kano, Kaduna and Jigawa States focusing in three local governments in each state.

Job Description
  • The programme, with its head office in Kano now wishes to hire a Local Governance Coordinator (LGC) for Jigawa State
  • Local Governance Coordinator (LGC) Jigawa state: Reporting to the State Programme Manager (and based in Dutse) the LGC will provide the key interface arid support for the programme at local level.
  • Working across the three Local Governments, the role will assist in strengthening Communities and excluded groups to engage with service providers and policy makers, while supporting local policy makers and service providers to enhance their capacity to deliver services effectively as well as engaging with other initiatives - such as the governments Conditional Grant Scheme (CGS).
  • The LGC will also support and mentor Community Development and Outreach Officers based in each local government area - experience of managing others is required.
Requirements
  • The successful applicants will be educated to degree level in a relevant discipline and have at least three years post- graduation experience.
  • S/he will demonstrate a good understanding of local governance and working at the Local Government level.
  • The candidate will have a strong grasp of development processes, research and data gathering competencies, a good Understanding of inequality and social exclusion as well as an ability to contribute to monitoring and evaluation.
  • The candidate should nave strong networking skills, very good report-writing skills, and excellent written and spoken English skills and be very proficient in Hausa language as well, Based in Dutse, the roles will travel frequently to the LGAs and also outside the state as necessary.
