  • American University of Nigeria, Yola, implementing the USAID funded Strengthening Education in North East Nigeria States (SENSE) project is seeking for candidates to apply for the position of Consultant, Performance Assessment for SBMCs. This position is a national position and are open to indigenous and/or legal residents of Nigeria.

Background
The USAID funded Strengthening Education in northeast Nigeria (SENSE) Activity, is three-year intervention to improve the reading proficiency of primary school learners in grade 1, 2 and 3. The SENSE Activity is implemented by American University of Nigeria (AUN) and is in its third and final year. SENSE Activity has three results areas that will each contribute to the attainment of the outcome of improved reading proficiency in Hausa language for learners in primary 1, primary 2 and primary 3. These results areas are:

  • Result Area 1: Safe education opportunities are available, with a minimum package of instructional materials/supplies
  • Result Area 2: Teachers deliver conflict-sensitive, quality basic education instruction that improves student psychosocial well-being.
  • Result Area 3: Diverse community groups work together to equitably increase awareness of education opportunities for all.

The USAID introduced a new indicator called CLBD-9 for implementing partners whose work includes strengthening the capacity of local organizations are “Required as Applicable” to set targets and report on CBLD-9 indicator. This indicator measures whether USG-funded Capacity Development efforts have led to improved organizational performance in organizations receiving organizational capacity development support. The CBLD-9 indicator measures the percent of USG-assisted organizations with improved performance.

As part of the plan by the project to track and report CBLD-9 Indicator to USAID on annual basis, in June 2020, the project conducted baseline organization performance assessment using the USAID recommended performance measurement tool the OPI to the first cohort of 88 SBMCs (44 SBMCs in Adamawa and 44 SBMCs in Gombe) that are receiving customized capacity development support with USG assistant.

SENSE Project requires the services of a consultant with experience in conducting organizational capacity development to lead the endline OPI assessment for the same 88 SBMCs that were assessed at baseline. The endline OPI scores will be compared with the baseline OPI scores to determine SBMC organizations that have improved their organizational performance as a result of the customized capacity development support their received over the year.

Primary Responsibilities
The consultant will plan for and conduct endline OPI data collection from the first cohort of SBMCs in target schools in Adamawa and Gombe States. Specific activities include:

  • Development of comprehensive work plan including a detailed methodology, report format and revised timeline if appropriate.
  • Recruiting enumerators
  • Training of enumerators
  • Field data collection using OPI tool
  • Field work supervision and data quality controls
  • Data cleaning
  • Submit Endline OPI data to AUN in a mutually agreed-on format (xls, cvs, etc.).

Deliverables and Timelines
The consultant should adhere to the following deliverables and timelines:

Deliverable - Deadline:

  • Hold inception meeting with project senior management staff - 1 July,2021
  • Develop field data collection plan - 1 July,2021
  • Train enumerators - 5 July,2021
  • Conduct field data collection in Adamawa state & Gombe State - 6 July- 16 July, 2021
  • Download , clean and analyse the endline OPI data - 19 July, 2021
  • Carry out comparison of endline and baseline OPI data to determine SBMCs that have improved their OPI scores. - 21 July, 2021
  • Develop draft report on the consultancy showing percent of USG-assisted SBMC organizations with improved performance. - 23 July, 2021
  • Presentation of findings to the project senior management staff - 27 July, 2021
  • Submission of final consultancy report to AUN - 30 July, 2021.

Duration and Timing of the Assessment:
This is estimated at 30 days, to include but not limited to the following:

  • Desk review
  • Inception report presentation
  • Training of Enumerators
  • Data collection and analysis etc.
  • Draft of report
  • Preparation of final report
  • Presentation of final report.

Qualifications

  • At least Master's Degree in Education, Statistics and / or other relevant Social Sciences.
  • Experience in measurement and evaluation of education interventions
  • 10 years of consultancy experience in conducting organizational capacity assessment and organizational performance assessment using OPI tool.
  • Familiarity with methods and tools for participatory self-assessment
  • Familiarity with teaching of languages at higher education institutions
  • Native Hausa language speaker.
