Cecilia Nkemakolam Foundation (CNF) is a growing National Non-Governmental Organization (NGO) with Special Consultative Status with United Nations (ECOSOC) since 2010. Since 2005, CNF has been working solely to Mobilize Communities and Strengthen their Systems towards effective and sustained Change in the areas of Democratic Governance, Justice, Human Rights, Economic Empowerment, Primary Health, Capacity Building & Education.

We have worked with donor agencies and development partners like USAID/ENHANSE, UNDP, U.S Consulate, Society for Family Health (SFH), Actionaid Nigeria (AAN), National Malaria Control Programme (NMCP), Global Fund to Fight AIDS, Tuberculosis & Malaria (GFATM), Association of Reproductive Health (ARPH), ABSACA/World Bank, Vitamin Angels-USA, Institute of Development Studies (IDS) of the University of Nigeria, Enugu Campus (UNEC), ACOMIN, PLAC, Haier Thermocool and other Local/Indigenous businesses like Crunchies Fried Chicken, Macmillian Publishers Nig. Ltd., 218 rural communities, Community Leaders, Religious Leaders, Women & Youth Groups, Town Unions in the South East Geo-Political Zone, Community based Primary & Secondary School Children and their Teachers, Primary Health Facilities and Patent Medicine Vendors (PMVs). With a National and 2 Zonal Offices in North Central (Apo, FCT), South East Zone (Umuahia, Abia State) and South South Zone (Uyo, Akwa-Ibom State) respectively.

We are currently seeking to engage suitable persons with cognate experience for the position of:

Job Title: Zonal Monitoring & Evaluation Manager

Duty Station: CNF South East Zonal Office, Umuahia, Abia State.

Job Summary:
  • Under the overall guidance of the National Programme Manager and direct supervision of the Programme, the M&E Manager will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.
  • The ZonalM&E Manager will be responsible for designing and implementing the M&E activities of the Project; assisting the National Programme Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Projects and will be responsible for the collection & analysis of different data in relation to the project activities.
  • The Monitoring and Evaluation Manager works in close collaboration with the project team and co-programme and operations clusters, donor agencies, development partners, Government officials, private sector, non-government and civil society organizations.
Duties/Assignments:
The Zonal Monitoring & Evaluation Manager will:
  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Monitor all project activities, expenditures and progress towards achieving projects output;
  • Recommend further improvement of the logical frame work;
  • Develop monitoring and impact indicator for project successes;
  • Monitor and evaluate overall progress on achievement of results;
  • Monitor the sustainability of project's results;
  • Provide feedback to the Project Manager on project strategies and activities;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the National Programme Manager;
  • Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for projects;
  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team of CNF;
  • Participate in annual project reviews and planning workshops and assist the Programme Manager in preparing relevant reports;
  • Support monitoring and evaluation of the effects and impact of programmes/projects;
  • Assist in coordinating across the available components of Projects to ensure effective implementation of M&E/MIS;
  • Assist project personnel with M&E tools and in supporting them in their use.
  • Perform other duties as required;
  • Measurable Outputs and Performance Indicators
  • Preparation of monthly MIS reports;
  • Assist the Programme Manager in preparing other relevant reports;
  • Organize and conduct training on M&E/MIS for project staffs
  • Assist Programme Manager in the preparation of reports on the findings and lessons learned from project innovations;
  • Provide input and update information related to project outcome in CNF website;
  • Assist Programme Manager in preparing monthly and quarterly reports on project progress based on MIS reports on project activities;
  • Prepare Issues Log and Risk Log for the project;
  • Develop M&E system for Project and for the counterpart/stakeholders;
  • Prepare and maintain data base

Educational & Experience Requirements

Education:
  • University Degree preferably in Business Administration, Statistics, Economics or related field.
Experience:
  • At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs, donor agencies and development partners.
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the development of MIS software using database software;
  • Expertise in analysing data using statistical software;
  • Strong training & facilitation skills.
Language Requirements:
Fluency in written and spoken English.
