Job Description
  • Futures Group is seeking a Key Population Engagement Consultant for the global USAID-funded project, the Health Policy Project (HPP). HPP is providing technical support to ICASO, a Global Fund advocacy organization, who is leading an assessment of a pilot program to engage key populations in substantial advocacy work in targeted countries throughout the globe.
  • The assessment has been commissioned by the Global Fund to Fight AIDS, TB and Malaria, and will document, analyze and provide recommendations on the pilot project on Strengthening and Systematizing Civil Society Engagement in the New Funding Model (NFM).
  1. The main aims are to understand the process of the Pilot, how it can be improved, and garner recommendations from stakeholders on how to strengthen the global roll-out. Specifically, we will:
  2. Examine whether the model implemented is sufficient to attain the objectives set out in the concept note; and
  3. Make recommendations, as needed, for improving the design and/or implementation of the pilot model
  • The Key Population Consultant will lead the assessment and will be responsible for reporting the findings back to ICASO for analysis and follow up, as needed.
  • Countries participating in the pilot include Democratic Republic of Congo, Philippines, Sri Lanka, Swaziland, Uganda, Thailand, Guyana, Nigeria, Cote d'Ivoire, and Moldova. Nigeria will be the country the scope of work will take place.
Key Responsibilities
  • Scheduling and confirming interviews with key stakeholders in the pilot project.
  • Communicate with both HPP and ICASO regarding scheduling progress and any challenges faced during the interview process.
  • Translate notes from French to English, as needed, and submit complete detailed, synthesized, notes to both HPP and ICASO.
  • Other work as needed for the implementation of that assessment.
Qualifications
  • Masters degree in public health, public administration, etc. required.
  • Experience with key populations and HIV at community, civil society, government, and donor levels required.
  • Demonstrated knowledge and experience in working with key population organizations and networks required.
  • Prior experience with the Global Fund Central Coordinating Mechanism, key population networks, and/or civil society organizations in Nigeria strongly preferred.
  • Strong written and oral communication skills in English required.
